Commission Secretary Report RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes that pursuant to the Brown Act, the January 5, 2006 Agenda for the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on December 29, 2005 at 8:06 a.m. **END OF CONSENT CALENDAR** Historic Resources Commission Minutes 1 February 2, 2006 BUSINESS CALENDAR C. Chairman Cook-Giles indicated he is on the Board of the Episcopal Church of the Messiah; therefore he will abstain from the public hearing item. ' PUBLIC HEARING ITEM 1 WAS TAKEN OUT OF ORDER PROCEDURAL RULES PUBLIC HEARINGS 1. HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2005-OS Filed by Episcopal Church of the Messiah to restore and rehabilitate the exterior of the Landmark structure known as the Episcopal Church of the Messiah located at 614 North Bush Street. PUBLISHED IN THE ORANGE COUNTY REPORTER: January 23, 2006 PUBLICLY NOTICED: January 20, 2006 RECOMMENDATION: Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior Modification Application No. 2005-05. Hally Soboleske presented the staff report and recommendation. Commission discussion ensued regarding landing-handrail materials and federal funding. The public hearing was opened. DISCUSSION OF INFILL DEVELOPMENT IN NATIONAL REG DISTRICTS (Karen Haluza/H (Continued by Historic Resources Commission: January 5, 2006 to Febmary 2, 2006) Karen Haluza and Hally Soboleske discussed the administrative roles for the Historic Resources Commission (HRC) regarding int-ill development projects in the National Register Districts. Proposed process for new construction/infill is that ministerial projects that are denied for not meeting the French Park and/or Citywide Design Guidelines may be appealed to the HRC. For projects requiring a discretionary action, the Historic Resources Commission Minutes 2 February 2, 2006 Historic Commission will provide an informal review prior to Planning Commission review. Karen Haluza indicated changes for Chapters 30 and 41 of the Santa Ana Municipal Code should be required. Commission discussion ensued regarding the review process. Historic Resources Commission consensually agreed to move forward with the proposal. ~. Assistant Planner Pedro Guillen discussed the design guidelines and highlighted the major points: 1. Preservation of structures within Heninger Park 2. Promoting the historical compatibility of building rehabilitation and landscaping for existing structures within Heninger Park 3. Promoting the compatibility of new infill structures within the neighborhood 4. Establishing a process for review, allowing the Historic Commission to be the sole responsible party for reviewing residences listed on the City Historic Register 5. Zoning Ordinance Amendments required for: SD 40, Chapter 30, and Chapter 41 6. Planning Commission and City Council roles Chairman Cook-Giles commented on the phrase "not recommended" that appears throughout the document, and inquired as to how the Commission would enforce. Heninger Park Association Secretary, Ginelle Hardy spoke in favor of the guidelines. She recommended an outlined "demolition process" be included; and stated the front yard fence pictorials on page 46 were not applicable and should be changed. 2. Public Comments (items not on the agenda) Jeff Dickman Commented on the Yale Apartments, indicated that the salvage work was begun prior to consideration of historical preservation efforts. Voiced concern with the new front door at the McNeill-Basler House that changed the character of the structure; inquired if the City had any jurisdiction to reinstate the old door. He commented that the applicant continues do work without permits. Ben Gabriel • Commented on the developments for the One Broadway site, contends the developer did work without permits. Inquired if there is an additional fee when the developer circumvents the payment of fees. • Inquired if there had been any consideration given to the Historic Resources Commission's recommendation to salvage the Yale Apartments. Karen Haluza responded to the compliance on One Broadway, indicated that the historical society issued a letter of concern regarding the Yale Apartments and that Vince Fregoso is in the process of preparing a response to the conditions of approval requiring compliance. Historic Resources Commission Minutes 3 February 2, 2006 STAFF AND COMMISSION COMMENTS 3. Staff Comments Jay Trevino announced the appointment of Karen Haluza to Planning Manager. Ms. Haluza announced that Senior Planner Sergio Klotz will oversee the Advanced Planning section. ' 4. Historic Resources Commission Comments Commissioner Chinn • Commented on Chapter 30 authorization with regard to exterior modifications, Historic approvals (including doors) and permit requirements. Kylee Otto provided information regarding the prevailing entitlement documents and will follow up with additional information. Commissioner Bustamante • Commented on the door and window that were modified, significantly altering the exterior of the MacNeill-Basler House. Commissioner Corpin • Congratulated Karen Haluza. Commissioner Seeley • No comments Vice Chairman Schaefer • Congratulated Karen Haluza. • Appreciated having the Heninger Design Guidelines. ' Commissioner O'Callaghan • Congratulated Karen Haluza and Sergio Klotz. Commissioner Lutz • Suggested coordinating an informal tour of the Lowell House. • Announced that Captain Bruce Carlson was diagnosed with cancer and extended his well wishes. Commissioner Macres • Congratulated Karen Haluza and Sergio Klotr. • Provided an update on Captain Carlson. • Commented on precedence allowing developer to work without permits. Chairman Cook-Giles • Commented on One Broadway project and inquired if permit fees are exact as well as penalties. • Requested a response, to be given at the next meeting, on the inappropriate front door at the MacNeill-Basler House. • Commented on the checklist for over due process. • Requested results of investigation regarding the salvage of the Yale Apartments.
