B. Commission Secretary Report
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the July 7, 2005 Agenda for the Regular Meeting was posted on the
door of the City Hall Council Chambers at 22 Civic Center Plaza on June 30,
2005 at 3:31 p.m. and Design Review Workshop was posted on the door of the
Historic Resources Commission Agenda 1 August 4, 2005
City Hall Council Chambers at 22 Civic Center Plaza on July 22, 2005 at 9:10
a.m. and at the Police Community Center at 60 Civic Center on July 22, 2005 at
9:05 a.m.

RECOMMENDATION:
Recommend that the City Council direct the City Attorney to prepare and
authorize the City Manager and Clerk of the Council to execute agreements with
the above property owners at 2033 North Greenleaf Street, 2014 North Bush
Street, 1719 North Heliotrope Drive, and 1320 North Broadway.
Commissioner Lutz noted correction to staff report for the structure at 2008 North
Greenleaf Street (Mosher House), the home is a single story structure.

PROCEDURAL RULES
PUBLIC HEARINGS
Public hearings provide individuals the opportunity to be heard regarding an
intended action of the Historic Resources Commission related to land use.

2005-13 AND 2005-14
Filed by the City of Santa Ana to place and categorize the structures on the
Santa Ana Register of Historical Properties.

RECOMMENDATION:
Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior
Modification Application No. 2005-03.
Hafly Soboleske presented the staff report and recommendation.
Commission discussion ensued regarding the visibility of the structure; rear
elevation siding to match existing siding, roof material and lack of detail to the
proposed modifications.
Jackie Hare, consultant for the applicant, stated that the exterior elements of the
structure (materials and color) will match the house. Ms. Hare offered to make
detailed information available with the pending permit application.
Ms. Soboleske suggested creating conditions of approval on the project by
including details of the clapboard siding, roofing material and window material.
The public hearing was opened.
No comments were made.
The public hearing was closed.
Ms. Hare indicated that the rear elevation included the addition of three new
doors.
Ed Fletcher, attorney for applicant, sought approval of the project tonight due to
pending litigation on this property scheduled for a September 16 hearing.
MOTION: Continue the item to September 1, 2005.
MOTION: Lutz SECONDED: O'Callaghan
Commission discussion ensued regarding the roof line and the lower pitched roof that
appeared not to match the existing roof as shown on Exhibit 2.
Commissioner Sarmiento inquired about the ramifications if the public hearing was
continued. Ms. Otto indicated Commission continuance may delay the court settlement.
Commissioner Sarmiento noted that the litigation hearing is scheduled for September
16, the next Historic Commission hearing is September 1, which would allow sufficient
time to prepare documentation for litigation.
Chair Giles commented that with the information presented, there was not enough detail
available for the Commission to reach a decision. Chair Giles noted that the project
architect should be available.

Chair Giles stated that Historic Resources Application No. 2005-06 and Historic
Register Categorization No. 2005-06 for property at 2030 North Flower will be continued
to September 1, 2005.

Commissioner Chinn -
• Commented on a job well done with the Presence America Community
Application. Hally Soboleske reviewed the application process and status.
• Appreciated that the cannon at Fischer Park was painted.
• Commented that the Floral Park entry posts were replaced with concrete
instead of the brick.
• Requested an update on Original Mike's billboard that was to be removed.
Staff will advise.
Commissioner Corpin
Inquired about the next scheduled Template Committee. Ms. Soboleske
provided information.
Requested a copy of the Preserve America Community Application.

Commissioner Lutz
• Thanked staff for update on the fountain at The Bowers Museum and
realizing the expense to refurbish, suggested outside donations to get
fountain back to its original status.
Commissioner Sarmiento
• Inquired if window replacement at 721 S. Ross was within the historic
guidelines. Ms. Soboleske indicated the structure was not listed on the
historical register, modifications would be reviewed by the neighborhood
association.
Chair Giles
• Announced the upcoming Artist Village open house on August 6, 2005
followed by the Church of the Messiah event.
• Praised the Preserve America Community Application.
• Wished Regan Candelario (CDA Neighborhood Improvement) a speedy
recovery.
6. Excuse of Absences
Commissioner Giles moved to excuse the absences of Commissioners
Bustamante and Schaefer; the motion was Seconded by Commissioner
O'Callaghan; the Commission unanimously approved.
