B. Commission Secretary Resort
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes that pursuant to the
Brown Act, the February 3, 2005 Agenda for the Regular Meeting was posted on
the door of the City Hall Council Chambers at 22 Civic Center Plaza on January
28, 2005 at 7:58 a.m.

D. RECOGNITION OF SERVICE FOR JAMES R. GARTNER (Chairman Giles)
RECOMMENDATION:
Issue a proclamation honoring the service of James R. Gartner to the Historic
Resources Commission.
WORK STUDY SESSION
E. UPDATE ON AD HOC COMMITTEE'S REVIEW OF CITYWIDE DESIGN
GUIDELINES ON HISTORIC PROPERTIES (Maya DeRosa)
Maya De Rosa discussed the Ad Hoc Committee's review of the Citywide Design
Guidelines:
Reviewed the role of Commissioners evaluating new infill development in
the downtown National Register District
• Discussed the criteria of eligible properties for the Historic Register and
the process for Appeals
• Commissioner Chinn suggested that the North Broadway Corridor design
standards should be an appendix to the Citywide Design Guidelines
Commission discussion ensued regarding Chapter 6 and how to evaluate the
neighborhood concerns while streamlining the review process. Also under
consideration were the potential for overlay districts. The Commission
proposed a joint session with Historic and Planning Ad Hoc Committees;
tentatively scheduled for June 2005.

Filed by Erwin and Beverly Schauwecker to allow construction of a second story
addition on the west/rear elevation of this single-family residence in the R-1
zoning district at 1920 North Victoria Drive.

recommendation.
Ervvin Schauwecker spoke in support of the construction during the public
hearing.

Maya De Rosa made the following announcements:
• Historic Preservation Awards deadline is March 18, 2005. Ad Hoc
Committee will review the final nominations and then present their
recommendations for award recipients to the Historic Commission.
• Leslie Huemann currently reviewing property at 323 East Chestnut for
Historical Register consideration.

• Training opportunity at the 30th Annual California Preservation Conference
during May 12-15 in Riverside at the historic Mission Inn.
• Los Angeles conference: Adaptive Reuse of Historic Buildings on March
22 sponsored by California Land Recycling.
Chief Assistant City Attorney Kaufman announced training by the Clerk of the
Council for Commissioner Orientation to be held on March 9, 2005 at the Ross
Annex, First Floor Conference Room 1600; indicated announcements were
,~ mailed.

unanimously voted to excuse the absences of Commissioners Chinn and
Schaefer.
