Commission Secretary Resort RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes that pursuant to the Brown Act, the December 2, 2004 Agenda for the Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on November 29, 2004 at 8:56 a.m. Pursuant to the Brown Act, the Notice of Cancellation for the January 6, 2005 Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center Plaza on December 29, 2004 at 8:35 a.m. **END OF CONSENT CALENDAR** Historic Resources Commission Minutes 1 February 3, 2005 BUSINESS CALENDAR ITEM C TAKEN OUT OF ORDER; ITEM MOVED TO PUBLIC HEARING SESSION C. Chairman Giles appointed Commissioner Kings and Commissioner Sarmiento to the Ad Hoc Committee for 2005 Historic Preservation Awards. WORK STUDY SESSION E. avw~~uycJ vw nw i yKIG YKUF'tFZ TIES (Maya DeRosa) Senior Planner, Maya DeRosa presented an overview of the Ad Hoc Committee's progress. Ms. De Rosa highlighted Chapter 8 -Downtown Development, Chapter 13 -Historic Structures and Chapter 6 -Single Family Residential Guidelines. She noted that Chapters 8 and 13 focus on the Secretary of Interior Standards. A memorandum was distributed to the Commission with recommendations. Commission commented on the comprehensiveness of the guidelines, policy presentation, and consistency to be maintained throughout the City, the architectural elements of the exterior structures and impact of modifications to neighborhood setting. Ms. DeRosa thanked the Planning staff (Lucy Linnaus and Hally Soboleske) for their participation in creating and reviewing these documents. F. Adopt a resolution approving Historic Register Categorization No. 2004-08 Associate Planner, Melanie McCann presented the staff report and recommendation. Property owner, Mr. Alan Meyer spoke against the placement on the Historical Register during the public hearing. Public hearing was closed. Commission discussion ensued regarding disqualification for placement, beneficial aspects, the pursuit to preserve historical homes and marker placement on the property. She also indicated that the Heninger Park guidelines are under review by the neighborhood and their comments are due to staff by February 16. Hally Soboleske reviewed the Historic Preservation Awards criteria. Historic Resources Commission Comments Commissioner Chinn • Welcomed Vincent Sarmiento to the Commission. Commissioner Corpin • Welcomed Vincent Sarmiento to the Commission. • Recommended 323 E. Chestnut for placement on the Historical Register. • Requested update on template committee. Staff responded with schedule. Commissioner Kings • Welcomed Vincent Sarmiento to the Commission. Commented on credibility on commissioner's credentials. Thanked Hally Soboleske on upcoming Historic Preservation Workshop that is part of a Parks & Recreation program, scheduled for April 9, 2005. Commissioner Schaefer Welcomed Vincent Sarmiento to the Commission. Requested that Jack Fisher Park be surveyed as part of the West Floral Park survey. Suggested that a positive marketing approach to historic designation be implemented. Consider creation of a brochure to explain placement on the Historical Register.
