Regular Meeting was posted on the door of the City Hall Council Chambers at 22 Civic
' Center Plaza on August 27, 2004 at 8:48 a.m.

Instruct the Commission Secretary to enter posting into the minutes.

Filed by the City of Santa Ana to place and categorize the structure at 210 South Birch
Street as Key on the Santa Ana Register of Historical Properties.

Vince Fregoso, Senior Planner, commented that the Planning Commission received a
request from Original Mike's Restaurant to allow two changeable copy signs on the north
elevation of the United Automotive Building. The Planning Commission approved one
changeable copy sign and referred the second sign to the Historic Resources
Commission for their recommendation on what would be the best treatment for the
opening. Commission discussion ensued. The Commission recommended at a
minimum of seeing a single sign appropriately scaled and dimensioned above the door.
They are open to a variety of solutions for filling in the openings, including the murals of
appropriate character, metal grill work or brick veneer with no plastic or vinyl.
F. HISTORIC SURVEY METHODOLOGY
Hally Soboleske, Assistant Planner II, reviewed the Citywide Historic Survey Timeline
map for neighborhoods, provided information on how the comprehensive methodology
was established with the city divided into four quadrants to identify which areas would be
surveyed and when. Commissioner Kings noted that Riverview West and Santa Anita
neighborhoods were split into quadrant Sections I & II, and recommended that they be
surveyed whole as a neighborhood and included in quadrant Section II.
Chairman Giles requested that an item be placed on the next meeting agenda to discuss
the future listing policy for register candidates.

Lynnette Perry, Associate Planner, presented the staff report and recommendation.
Chairman Giles opened the public hearing. Karen Milner, owner, requested that the
property not be categorized, discussed the needs of potential tenants and noted they will
preserve the exterior of the structure. Chairman Giles closed the public hearing.
Commission discussion ensued on the interior improvements and exterior modifications.

Bonnie Casazza announced that the Santa Ana Chamber of Commerce is hosting an
after-hours mixer to connect business owners with government officials at Original
Mike's on October 20 from 5:00 to 7:00 p.m.

5. HISTORIC RESOURCES COMMISSION COMMENTS
Commissioner Gartner
• Announced the annual West Floral Park Neighborhood block party to be held
October 9 from 6:00 to 10:00 p.m.
Commissioner Lutz
• Noted the success of the Washington Square Home Tour and thanked Chairman
Giles and Commissioner Chinn for attending.

Commissioner O'Callaghan
• Asked about the construction of a studio addition on top of an existing garage
located on Bonnie Brae & Santa Clara and the appeal process. Ms. DeRosa noted
the item is going to Planning Commission on October 11 and encouraged any
interested parties to voice concerns during the public hearing for the item.
• Expressed concerns for policy design guidelines for properties currently under
construction in the Floral Park neighborhood, Mr. Trevino asked that he provide
staff with addresses of properties in question and noted the proper place for
comments is at the HRC Ad Hoc Design Guidelines (Committee meetings.
' Commissioner Kings
• Requested discussion of overlay zones in the Ad Hoc Committee meeting.
• Noted the need to perform a windshield survey of South Main Street area noting
structures that should be on the register.
Commissioner Coroin
• Expressed concern on saving historic buildings that qualify on the register and the
need for policy if the property owner does not wish to be on the register.
Commissioner Bustamante
• Apologized for arriving late
• Congratulated homeowners for being on the register
• Thanked staff for all their hard work
Chairman Giles
• Noted he shared Commissioner O'Callaghan's concerns on effectively preserving
neighborhoods and noted he would be interested in the evaluation of the properties
that Commissioner O'Callaghan identifies and a review of how those permits would
have fared had the design guidelines been in place when the applications came to
the planning counter.
• Echoed Commissioner Lutz's comments on the Washington Square Home Tour
noting it was a fabulous tour.
• Encouraged colleagues who sit on the Planning Commission to encourage that body
to move aggressively in protecting neighborhoods historic character, context and
features.
6. EXCUSE OF ABSENCES
Motion by Commissioner Corpin and seconded by Commissioner Bustamante to excuse
the absence of Commissioner Chinn and approved unanimously by a vote of 7:0.
