COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At its Regular Meeting of October 16, 2007, by a vote of 4:0 (Pedroza, Turner absent), the Community Redevelopment and Housing Commission recommended that the Housing Authority direct the Authority General Counsel to prepare and authorize the Executive Director and the Secretary of the Authority to execute an amendment to the Memorandum of Understanding between the Santa Ana Housing Authority and the Housing Authorities of Anaheim, Garden Grove, and the County of Orange for the mobility program. DISCUSSION In 1993 the four Housing Authorities in Orange County (Anaheim, Garden Grove, Santa Ana and the County of Orange) entered into a Memorandum of Understanding (MOU) for the purpose of establishing procedures and guidelines for the implementation of an inter-jurisdictional mobility program. Under the Housing Choice Voucher (HCV) Program, participants are able to relocate anywhere in the United States where there is a Housing Authority to administer their voucher. When a participant chooses to relocate to another jurisdiction, the Housing Authority is 4 MOU Between the Santa Ana Housing Authority and the Housing Authorities of Anaheim, Garden Grove, and the County of Orange for the Mobility Program November 5, 2007 Page 2 required to reimburse the receiving Housing Authority for the housing assistance payments (HAP) and pay eighty percent of the administrative fee. In order to reduce the administrative burden necessary to implement portability, the four Orange County Housing Authorities choose to implement a mobility program. The MOU, which establishes the mobility program, provides inspection services, rent reasonableness and rent negotiations for a set fee, thus reducing administrative costs. The amendment to the MOU will allow the continuation of the mobility program for our participants and a continuation of reduced administrative costs for a term of five years. FISCAL IMPACT Funds are available in the Housing Authority account (account no. 140- 133-6931).
