COMMISSIONER COMMU ' PROJECTSI There were no disclosures. WORK STUDY SESSION (~. ~OWERS MUSEUM' (Bob St. Paul) [tllaya De Rosa, Senior Planner, gave an introduction to the Bovvers Museum r~xpansion project. > St. Paul, Associate Planner, presented the staff report and recommendation. Commissioners expressed support for the expansion project. E. DOWNTOWN PROJECTS UPDATE (Matt Lamb) Continued to February 5,2004 meeting. F. MID-YEAR OBJECTIVES (Maya De Rosa) ' Maya De Rosa, Senior Planner, reviewed the annual objectives for year 2003- 2004. 1. Add approximately 77 new properties eligible for listing to the Santa Ana Register of Historical Properties. Status: 25 properties added to Register since July 2003. 2. Develop strategy to complete a Historic Preservation Plan. (Consider potential for other Historically Sensitive Areas.) Status: Outline for draft plan will be forwarded in February with discussion of objectives/policies April 2004. 3. Approve marker text for remainder of 217 properties on Register and complete installation of Downtown markers. Review Cultural Heritage Program and integrate into City website. Status: All marker text has been approved. Installation of Downtown markers is pending receipt of signed easement agreements. 4. Finalize revisions to City's Historic Resources Map and make available on the City's website. Status: New updates to map to be completed by April 2004. Develop plan to create design standards for F~istorically Sensitive Areas. Status: Citywide design guidelines are due for distribution in February and a sfudy session with the Historic Resources Commission will be scheduled in March to receive Commission comments. Motion to approve and file Historic Register Categorization Nos. 2003-64 thru 2003-67 and 2003-70 through 2003-72. Classification of property of 1210 South Main to be continued for three months to allow staff to obtain additional information for homeowner and allow homeowner time to evaluate information. Staff Comments Maya De Rosa reminded commission of Template Committee meeting on Friday, January 09, 2004 at 4:30 p.m. She acknowledged receipt of letter from Mary West Brown regarding property at 321 E. Santa Clara Avenue; staff will follow up. 7. Historic Resources Commission Comments ' Commissioner Gartner • Looks fonnrard to museum expansion Commissioner Corpin • Requested status of 1st/Main Maya De Rosa noted item is to be discussed at next month's meeting. Asked about status of One Broadway. Staff indicated that Planning Commission is scheduled to discuss item at January 25th meeting. Commissioner Schaeffer Historic Resources Commission Minutes 5 January 8, 2004 Requests update on Phillips Hutton project. Staff indicates, no completion date is available building is currently occupied. Commented the Main Street continues in a positive direction. Commissioner Chinn • Noted December tour of French Park was excellent. • Inquired about Santiago Park resident meeting. Maya De Rosa noted residents would like to see more city interaction; generally most residents were in favor of designation. Inquired about aerial photography. Maya De Rosa indicated that the city has aerials and copies may be obtained through Public Works. Commissioner Lutz Asked if OSHA is expanding to the south? Staff indicated that an update is to be provided to the commission. • Inquired if service club information will be identified on the Welcome to Santa Ana sign at North Main Street. Commissioner Bustamante indicated implementation would be at the discretion of the clubs. Commissioner Bustamahte • Requested update on water fountain at Artist Village. Staff noted that this topic would be discussed at next meeting. Commissioner Giles Would like to thank city for participation with successful December tour of French Park. • Mentioned that refurbishment is underway at 1225 French. • Commented that planning staff has been exemplary with technical assistance and information provided to the Historic Resources Commission and the public. • Inquired if City Council actions of Historic Resources Commission decisions are final. Staff clarified that, if appealed, City Council can remove property from register. 8. Excuse of Absences Motion by Commissioner Lutz and seconded by Commissioner Bustamante to excuse the absences of Commissioners Kings and O'Callaghan; approved unanimously by a vote of 7:0. 9.
