RECOMMENDATION:
Approve the minutes of the regular meeting of September 4, 2003.
B. COMMISSION SECRETARY REPORT
Pursuant to the Brown Act and the Maddy Act, the September 4, 2003 Agenda for the
Regular Meeting was posted on the door of the City Halp Council Chambers at 22 Civic
Center Plaza on August 29, 2003 at 12:15 p.m.
RECOMMENDATION:
Instruct the Commission Secretary to enter posting into tine minutes.

Filed by the City of Santa Ana to place and categorize the structure located at 2221
North Heliotrope Drive (Maharajah House) as a Landmark property on the Santa Ana
Register of Historical Properties.

RECOMMENDATION:
1. Adopt a resolution approving Historic Resources Commission Application No. 2003-
30.
2. Adopt a resolution approving Historic Register Categorization No. 2003-34.
Lynnette Perry, Associate Planner, noted the applicants submitted a letter requesting
that the item be continued three months. Discussion ensued on the roof repair and on
protecting the historical integrity of the home by listing it pn the register.
Motion to:
1. Adopt a resolution approving Historic Resources Commission Application No.
2003-30.
2. Adopt a resolufion approving Historic Register Categorization No. 2003-34.

Filed by the City of Santa Ana to modify the property restpration loan program for historic
residential resources citywide.
RECOMMENDATION:
Recommend that the City Council approve the modifications to the Historic Properties
Restoration Loan Program.
Terry Gilbreth, Housing Programs Analyst, provided the staff report and
recommendation.
Motion to recommend that the City Council approve fhe modifications to the
Historic Properties Restoration Loan Program.

E. HISTORIC PRESERVATION AGREEMENT NO. 20Q3-06
Filed by the City of Santa Ana to execute an agreement with Leanne Dedrick Kieffer for
the structure located at 1815 North Flower Street.
RECOMMENDATION:

Recommend that the City Council direct the City Attorney to prepare and authorize the
City Manager and the Clerk of the Council to execute an agreement with Leanne Dedrick
Kieffer for the structure located at 1815 North Flower Street.
Lynnette Perry, Associate Planner, provided staff report and recommendation.

IMPACT OF ONE BROADWAY PLAZA ON HISTO~tIC RESOURCES
Commissioner Lutz recused himself from the vote due to his status as a Planning
Commissioner and departed the room.
Filed by the City of Santa Ana to formalize the Historic Resource Commissions concerns
regarding the proposed One Broadway Plaza project.
RECOMMENDATION:
Adopt a resolution formalizing the Historic Resource Commissions concerns regarding
the proposed One Broadway Plaza project.
Maya DeRosa, Senior Planner, presented the staff report and recommendation.
Ben Grabiel inquired on the scaled development on the proposed resolution if it is
' consistent with the midtown specific plan. Commissioner Kings answered it was the
intention but did not want to name a specific developmeht. Mr. Grabiel also inquired on
the comments made at the previous meeting on th@ relocation of the structures.
Chairman Giles noted those comments were part of the environmental report and is
being sent to the Planning Commission.
Discussion ensued on the traffic impact on neighborhoods and on the traffic closure at
Washington Street. The resolution will be modified to add a statement that the
Commission is concerned about potential traffic impacts 3to the following neighborhoods:
French Park, French Court, Willard, Washington Square and Floral Park.
Motion to adopt a resolution formalizing the Histloric Resource Commissions
concerns regarding the proposed One Broadway Plaza project.

Staff Comments
Ms. DeRosa
• Announced that Laura Johnson retired and moved to her new home in Tennessee.
• Noted the recruitment is underway for the Planning Manager position and should be
filled in November.
• Noted she and Ms. Soboleske attended the Wilshire' Square neighborhood meeting
and shared information with residents on categorizing in the neighborhood. Staff has
identified 20 properties that are eligible for listing on the register.
Wished Hally Soboleske a happy birthday.
J. Historic Resources Commission Comments
Commissioner Coroin
• Requested that an updated Commission roster be mailed to her.
• Asked for an update on 1s` and Main. Ms. De Rosa noted Mr. Harrah still is required
to go through a general plan amendment and environmental documentation for the
project.
Commissioner Kings
• Requested that staff follow-up with Ben Grabiel who has names of potential takers
for the Broadway homes.
Chairman Giles
• Noted he received a thank you note from Anne Harder of the Santa Ana Library
History Room for her historic preservation award.
• Noted the issue has come to his attention of residents buying homes on the historic
register or special district that were not informed of the restrictions that surround
those properties. At the request from the Commission, staff will add this on a future
agenda to further discuss.
K. Excuse of Absences
Motion by Commissioner Kings and seconded by Commissioner Schaefer to excuse the
absences of Commissioners Chinn and Bustamante and approved unanimously by a
vote of 7:0.
