RECOMMENDATION:
Approve the minutes of the regular meeting of June 5, 2003.
B. COMMISSION SECRETARY REPORT
Pursuant to the Brown Act and the Maddy Act, the June 5, 2003 Agenda for the Regular
Meeting was posted on the door of the City Hall Council Chambers at 22 Civic Center
Plaza on May 29, 2003 at 1:20 p.m.
The Notice of Cancellation for the July 3, 2003 Meeting was posted at the City Hall
Council Chambers on June 30, 2003 at 4:00 p.m.
RECOMMENDATION:
Instruct the Commission Secretary to enter posting into the minutes.

Filed by the City of Santa Ana to affirm the decision to place the structure located at 505
North Main Street (Sears-Roebuck & Co. -Hills, Inc. Building) on the Santa Ana
Register of Historical Properties and categorize the structure as a contributive property.

Chair Giles commented that staff requested the item be referred to the Template Review
Committee and asked if there were any objections. Hearing no objections, the item was
referred back to the Template Review Committee.

Substation #14 categorization) adding he will abstain at that time.
Item D was moved in order to allow the award winners to arrive.
E. HISTORIC PRESERVATION AGREEMENT NO.2003-04
Filed by the City of Santa Ana to execute an agreement with Dale and Margaret Quayle
for the structure located at 2009 Victoria Drive.
RECOMMENDATION:

G. HISTORIC MARKER TEXT
Filed by the City of Santa Ana to approve text for the fourth and final group of historic
properties to receive bronze markers.

Approve text for the fourth and final group of historic properties to receive bronze
markers.
Hally Soboleske, Assistant Planner II, provided staff report and recommendation.
Commissioner Kings noted disappointment of removal of the city logo and register
number on the marker. Ms. Nelson noted staff received direction from the Council on
city logos and the decision was made by the City Manager's office, adding the plaque
loses the essence of the city seal when trying to fit on the bronze marker. Commissioner
Kings requested that staff, on behalf of the Commission, request if they would grant an
exception for the markers.

' H. HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2003-03
Filed by Caribou Industries to modify the exterior facade of the existing United
Automotive historic building located at 100 S. Main Street.
RECOMMENDATION:
Commission Policy.
Bob St. Paul, Associate Planner, provided staff report noting the applicant has made
new modifications to the exterior facade. Mr. St. Paul detailed the additional
modifications and noted staff is looking for policy direction on how to proceed.
Discussion ensued on the blue tile, wall-pack lighting, rope light near the rooftop, the
billboard, and concerns on the modifications being done prior to presenting to the
Commission.
Commissioner Kings noted the expectation that this posttacto action not be precedent
setting.
Approve the exterior modifications as proposed based on specific findings that
' the installations meet the intent of fhe Secretary of the Inferior's Standards for
Rehabilitation.

Lynnette Perry, Associate Planner, presented the staff report noting the property owner
is requesting that the property be removed from the Register.
Chairman Giles opened the public hearing.
R. Marshall Tanner, Attorney for property owner, noted the letter he had submitted and
outlined the reasons why the home should not have been listed on the register.
JoAnn Ramirez, Vice President of the Santa Ana Historical Preservation Society, Ginelle
Hardy and Dale Quayle spoke in favor of categorizing property.
Eugene Moriarty, Owner, noted his concerns on having his property categorized.
Chairman Giles closed the public hearing.

Discussion ensued on continuing item and information on the benefits of placing a home
on the register.

History Room.
o Award of Merit to Barbara Blankman, Historian at the First American Title

Written communication received from Chan &Quynh Kieu, owners of the Maharajah
House, requesting that the property not be categorized.
Ms. Quynh Kieu, owner of the Maharajah House, spoke on the poor condition of the roof
that has caused damage to the structure and requested that the home not be
' categorized.
Phyllis Smith, owner of the Robertson House, thanked the Commission for nominating
their home adding they are very honored.
Chairman Giles closed the public hearing.
Discussion ensued on the design of the Maharajah House roof.
Commissioner Gartner recommended the Maharajah House be continued for a month
and volunteered to look at the roof, as did Commissioners Lutz and O'Callaghan.

Motion to continue the categorization of the Maharajah House, 2221 North
Heliotrope Drive, to the September 4, 2003 meeting and fo approve the remainder
as recommended with the address correction on the Robertson House template.

4. Public Comments
Ginelle Harding inquired when the historic consultant will begin the survey on the homes
in the Heninger Park Neighborhood to distinguish which are contributing and non-
contributing. Ms. De Rosa noted the consultant has been directed to schedule Heninger
Park sooner and Ms. Harding and the neighborhood association president will be notified
when it will occur.
Benjamin Grabiel, member of the Santa Ana Historical Society, commented on the Draft
Environmental Impact Report (EIR) on the One Broadway Plaza project noting that the
Commission's previous comments be forwarded to the developer and suggest the
Commission request from the developer $2.1 million to mitigate the Commission's
recommendations in the form of a cash or bond account.
5. Staff Comments
Ms. Nelson
Noted that the Draft EIR One Broadway Plaza is available for distribution adding staff
will hold two public input meetings the first week in September for the Washington
Square, Willard, Floral Park, French Court and French Park neighborhoods. The
Draft EIR will be presented to the Commission at the September 4 meeting to
discuss any comments they might have on the document.
Ms. DeRosa
Noted there will not be a Template Review Committee meeting in September due to
conflicting schedules which will forego any categorizations for the month of October.
6. Historic Resources Commission Comments
Commissioner Chinn
Thanked the Commission for their assistance and comments on the Maharajah
House.
• Thanked staff for scheduling a conference call to discuss the new Historic Loan
Program.
Noted he was sorry to see the departure of Joseph Edwards.
Commissioner Corpin
• Noted she missed two Template Review Committee meetings because she did not
receive notification of the date change. Requested that staff contact her with any
changes in the meeting date and time.

Commissioner Kings
• Requested that the Draft EIR for One Broadway Plaaa be made available on-line in
form of a PDF file. Ms. Nelson noted staff did request that the developer provide in
that format, but due to the high cost, they were not interested.
• Reinforced Mr. Gabriel's request to bring back the Commission's prior discussion on
mitigation and cost of the mitigation adding they had comments when the
Commission saw the preliminary cultural and technical reports on the feasibility of
moving the property.
• Noted disappointment of the removal of the logo and number on the bronze historic
' markers with hopes of trying to appeal decision.
Thanked staff for taking a proactive approach in trying to work with the owners of the
Maharajah House
• Noted thank you to Mr. Edwards and requested staff prepare a resolution for his
service to the City.
• Announced the Pasadena Heritage's Craftsman Weekend event will be held October
3-5 and noted she has the website and phone number if anyone is interested in
attending.
• Noted concern of the home located at 1248 W. Bishop noting it was a beautiful
stately home and now has only one or two walls remaining. Staff provided an update
on the upgrade project noting permits were given for an addition and are in
compliance with the uniform building code. Melanie McCann is in the process of
investigating and will provide a memo with her findings.
Vice Chairman Schaefer
• Thanked Commissioners for recognizing Mr. & Mrs. Greg Youngblood with the
Restoration Award for the work on their home.
• Noted concern of the proposed the roof on the Maharajah House noting he looked
forward to a resolution.
• Echoed Commissioner Kings comments on the Bishop home addition.
Commissioner O'Callaghan
• Thanked Joseph Edwards adding he will be missed.
' • Inquired how the agenda item for the United Automotive project came to staff's
attention. Ms. Nelson responded the developer is in the process of obtaining
discretionary actions to occupy the building and at that time the exterior modifications
were brought to their attention and staff required them to bring in the application to
present to the Commission.
Commissioner Lutz
• Requested that staff obtain statistics if being a historical landmark increases the
value of the property so we can have information readily available.
Commissioner Gartner
• Complimented staff on catching the proposed roof plans for the Maharajah House as
the city does not have design review.
• Noted concern of reviewing projects when developers perform the work first.
Chairman Giles
• Expressed gratitude for Joseph Edwards work with the City and requested that staff
generate a plaque to present to him.
• Noted thanks to the architects and contractors on the Commission for their
willingness to be proactive and offer assistance to the owners of the Maharajah
House.
7. Excuse of Absences
' Motion by Commissioner Corpin and seconded by Commissioner Chinn to excuse the
absence of Commissioner Bustamante and approved unanimously by a vote of 8:0.
