A. MINUTES
RECOMMENDATION:
Approve the minutes of the regular meeting of April 3, 2003 as corrected.
B. COMMISSION SECRETARY REPORT
Pursuant to the Brown Act and the Maddy Act, the April 3, 2003 Agenda for the
Regular Meeting was posted on the door of the City Hall Council Chambers at 22
Civic Center Plaza on March 28, 2003 at 9:00 a.m.
RECOMMENDATION:
Instruct the Commission Secretary to enter posting into the minutes.

WORK STUDY SESSION
C. OBJECTIVES FOR FISCAL YEAR 2003-2004
Maya DeRosa, Senior Planner, presented the following proposed objectives for
fiscal year 2003-04:
1. Add 77 new properties to local register.
2. Develop strategy to complete a Historic Preservation Plan.
3. Approve marker text for remainder of 217 properties on historic register and
complete installation of downtown markers.
4. Finalize revisions to City's Historic Resources Map and make available on City
website.
5. Develop plan to create design standards for Historically Sensitive Area's (HSAs).
She outlined the purpose of a historic preservation plan, and the resources that
would be needed. Discussion was held regarding the categorizations that have
been completed to date and the requirements of being a Certified Local
Government (CLG).
Joseph Edwards, Planning Manager, provided an update on the Design and
Development Guidelines and on the status of the installation of the historic
markers. Hally Sobeleski provided an update on the anticipated availability of the
templates on the website.
Commissioner Kings noted that approval of marker text for the remainder of the
217 properties on the historic register, and completion of the installation of
downtown markers was part of a proposed Cultural Heritage Program and
requested that the program be further developed as part of the objective.
Discussion was held regarding numbering of marker plaques. Staff will research
to determine what had been previously agreed upon.
Commissioner Kings requested inclusion of an additional objective to establish
guidelines for designation of HSAs. Commissioner Chinn requested that the
Commission review the signage being utilized in Pasadena for direction to
historic areas to determine if it would be appropriate for Santa Ana. Mr.
Kaufman, Assistant City Attorney, advised that the Redevelopment Agency has
entered into a contract for signage and that Redevelopment staff will provide an
update to the Commission.
Commissioner Kings requested that the secondary list of potential historically
sensitive areas be placed on a future agenda for consideration and to review for
additions.
It was the consensus of the Commission that the Objectives for Fiscal Year
2003-2004 should be established as follows:
1. Add approximately 77 new properties eligible for listing to the Santa Ana Register
of Historical Property.
2. Develop strategy to complete a Historic Preservation Plan. Consider potential for
other Historically Sensitive areas.
' 3. Approve marker text for remainder of 217 properties on register and complete
installation of Downtown markers. Review Cultural Heritage Program and
integrate into City website.
4. Finalize revisions to City's Historic Resources Map and make available on the
City's website.
5. Develop plan to create design standards for Historically Sensitive Areas.
6. Create checklist for neighborhoods considering local and national register district
status (educational outreach).

2025 North Victoria Drive (bucket House) as a Key property on the Santa Ana
Register of Historical Properties.

• Welcomed Commissioner Lutz
• Noted that May 1 was the deadline for applications for nomination for historic
awards and that two had been received.
• Advised that the owners of the property at 403 Santa Clara had been
provided with an application for placement on the, Historic Register.
• Advised that she will be attending the Washington Square neighborhood
meeting.
Mr. Kaufman
• Advised that the City of Santa Monica had held a special election to consider
amending their historic ordinance to require owner approval for placement on
the Historic Register and that the initiative was not successful.
6. Historic Resources Commission Comments
Commissioner Chinn
• Noted that there are still several outstanding repairs at the Santora Building
and requested that staff see if completion can be facilitated.
One of the nominations for Historic Award is Ann Harder who has been
assisting residents with accessing historical information at the library.
• United Presbyterian Church may be rehabilitated soon.
• Distributed a copy of the Orange County Courier and advised that Phyllis
Mueller will be speaking on the Mills Act on Thursday.
• Noted that the Santa Ana website was used as arty example in the Courier and
thanked Ms. Soboleske for her efforts.
Commissioner Corgi
• Requested that staff advise the minister of the clhurch at 525 E. Myrtle of the
benefits of being placed on the Register. Ms. D~Rosa noted that a letter had
been sent to the property and requested that she be notified of any other
contact person to send communication to.
• Requested status update of One Broadway Plaza. Mr. Edwards advised that
escrow had been entered on property for the Police Officers Association and
that after it has closed the determination will bejmade as to how the project
will proceed.
• Requested status update of the project at First and Main. Mr. Edwards
advised that the project is in site plan review.
• Welcomed Commissioner Lutz.
Commissioner Kings
• Asked when the discussion regarding how other cities are using the Secretary
of Interior Standards was going to be scheduled and was advised that it
' would be on the June agenda.
• Requested that staff investigate the issue regartding numbering the historic
plaques.
• Welcomed Commissioner Lutz.
Commissioner Schaefer
• Noted he was happy that the owner of the property at 403 Santa Clara had
been provided with an application for placement on the Historic Register.

• Noted that the Floral Park Home Tour had been a big success.

• Thanked everyone for the welcome and noted that he looked forward to
working with everyone.
Commissioner O'Callaghan
• Welcomed Commissioner Lutz.
Noted that he had enjoyed the Floral Park tour.
• Noted that he had attended the open house for the new lofts in downtown and
' had been favorably impressed.
Chairman Giles
• Asked Commissioner Lutz if he was interested in the vacancy on the marker
text committee. Commissioner Lutz declined and Commissioner Corpin was
appointed to the committee.
• Noted that the Floral Park tour had being enjoyed tremendously.
• Requested a status update on the YMCA Building. Mr. Edwards noted that
there had been nothing new to report.
7. Excuse of Absences
Motion by Commissioner Chinn and seconded by Corpin to excuse the absence
of Commissioner Bustmante, and approved unanimously by a vote of 8:0.
