MINUTES RECOMMENDATION: Approve the minutes of the regular meeting of October 3, 2002. B. COMMISSION SECRETARY REPORT RECOMMENDATION: Instruct the Commission Secretary to enter into the minutes. The October 3, 2002 Agenda for the Regular Meeting was posted at the City Hall Council Chambers on September 26, 2002 at 12:00 noon. """END OF CONSENT CALENDAR ~ "" WORK STUDY SESSION Taken out of agenda order. Commissioner Richardson arrived at 4:46 p.m. C. UNITED AUTOMOTIVE BUILDING Mike Harrah of Caribou industries gave background information on the proposed modifications to the United Automotive Building. Mr. H rrah noted that they anticipate having a restaurant as a tenant on the ground level and restoring the 9-unit apartments as artist lofts on the second floor. He commented they are pursuing Original Joe's as tenants and began cleanup of the building for awalk-through with potential tenants. Discussion ensued on the condition of the building when it was purchased, the cleanup of the building, and restoring the building to original appearance. Mr. Edwards commented that the there will be a public hearing for the Commission to review Mr. Harrah's proposal. Vice Chair Giles noted he was pleased with the activity on the property adding concerns on the process especially filing for historic review before alterations have begun. Ms. Nelson noted a notice of violation was issued a couple of weeks ago. Ms. Nelson noted Mr. Harrah requested to speak before the Commission to provide an introduction of his intentions and will then go through the formal public heairing process once all the plans have been received. Ms. Nelson commented that a special meeting can be scheduled if the Commission desires prior to the next regular meeting. Discussion was held on the special meeting, improvements made to date and submission of plans to the Planning Department. Madam Chair Kings noted the importance of following the Secretary of Interior's Standards. Ginelle Hardy, President of the Heninger Park Neighborhood Association, spoke in support of the project adding she provided Mr. Harrah a copy of a photograph from 1936 when it was the Hudson Dealership and noted the importance of getting project into the HRC review process and enlighten the applicant to architectural standards. Madame Chair Kings noted correspondence received from Allison Young of the Santa Ana Historical Preservation Society and Roberta A. Reed concerning the un-permitted modifications to the building. Madame Chair Kings requested that staff review correspondence and to provide responses. Commissioner Schaefer departed at 5:33 p.m. D. DOWNTOWN PROJECTS UPDATE Matt Lamb, Downtown Development Manager, provided brief updates on projects in the downtown which include the YMCA Building, Santora Building, Second Street Improvements, and the Fourth Street Streetscape. Vice Chair Giles asked to see the elevation of the YMCA building and the parking garage. Madame Chair Kings n building to apply for tax Phillips Hutton building. MID-YEAR OBJECTIVES REVIEW Maya DeRosa, Senior Planner, presented an update of the objectives 1. Add approximately 750 new properties to the Santa Ana Register of Historic Properties • To date, 22 new properties have been added to the Register. • Due to noticing requirements, the monthly categorizations have been reduced by 65% from the previous year. • It is anticipated that a total of 78 new structures will be added to the register during this fiscal year. 2. Secure funding as a Certified Local Government to prepare a Historic Preservation Element Staff has contacted the State about available grahts. Deadline for submittals is May 2003. If awarded the grant, funding would be provided after a draft element is prepared. Staff is currently researching cities that have adopted a Preservation Element. A draft request for proposal will be circulated to qualified consultants. 3. Complete Phase II of implementation of the Cultural Heritage Program (additional chapters beyond Downtown and French Park) • Prior to completion of this objective, the priority is to complete Phase I of the marker program. Phase I includes preparing draft marker text for all 217 properties on Register, selecting a vendor for the production of the plaques, and coordinating installation. • This objective is pending completion of Phase I of the marker program • It is anticipated that Phase I will not be complete until June 2003; work on Phase II will begin at that time. ' 4. Update City's Historic Resources Map and make available on the City's website • Map is being populated with additional properties to reflect the updated Register. Revised version to be completed by February 2003. 5. Develop a program for Commissioner and staff training on historic preservation • City of Santa Ana will be co-sponsoring with the American Planning Association a Nuts & Bolts Workshop on February 18, 2003 for historic preservation training. • Topics to include: application of the Secretary of Interior's Standards for exterior modifications; applying the State historic Building Code; understanding tax credits and how to successfully obtain them. 6. Identification of standards for historically sensitive areas • Standards will be tiered from draft Design and Development Standards being created by consultant RBF. Surveys completed for Eastside and Wilshire Square to determine contributing and non-contributing structures. • Next areas to be surveyed include Washington Square, Floral Park and Park Santiago. ' COMMENTS 4. Public Comments There were no public comments. 5. Staff Comments Ms. DeRosa • Noted that staff has received enthusiastic responses from the eastside resident owners on the categorizations. HISTORIC RESOURCES COMMISSION MINUTES 5 NOVEMBER 7, 2002 Announced the Historic Resources Commission and Planning Commission holiday party will be held following the December 5 meeting. 6. Historic Resources Commission Comments Commissioner Chinn • Noted he was pleased with the Planning Commission recommendation to deny the Savon project. Commissioner Coroin • Noted she was pleased with the categorizations in the Eastside neighborhood. • Requested that staff investigate and assist in preserving the church located at 525 E. Myrtle which dates back to the 1890s adding the Minister is intending to sell the property. Commissioner Gartner • Noted he was pleased to see that the United Auto Building is being restored adding he is agreeable in having a special meeting. Vice Chair Giles • Echoed with Commissioners on the progress made on the United Automotive Building. • Requested that staff relay personal thanks to the developers of Phillips Hutton Block for their excellent presentations made in advance of work performed further noting the example on how the rehab process ought to work. • Noted he visited the Planning Department web site adding he was pleased with the historic resources portion of the site. Requested that when the register goes on-line with the templates he has a link to the Claycomb Hause website. Commissioner O'Callaohan • Echoed Commissioner Chin's comments on the Savon project. • Commented he visited and was pleased with the United Auto Building rehabilitation and noted concern on property owners following the same rules as others on obtaining permits for work performed. Madame Chair Kinos • Apologized to Commission on a letter she sent to the Planning Commission regarding the Savon project signed as the Chair of the HRC, noting she was representing her own position on the issue. • Inquired on the status of the Design and Development Standards. Ms. DeRosa provided update noting that staff is tentatively looking at routing to the Commission early in January. • Commented she was pleased with the United Auto Building renovation noting concern that it be a quality project. • Congratulated the Santa Ana Historical Preservation Society for their successful Cemetery Tour and thanked them for their efforts in bringing back history. 7.
