RECOMMENDATION:
Approve the minutes of the adjourned regular meeting of June 6, 2002.
B. COMMISSION SECRETARY REPORT
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes.
The June 6, 2002 Agenda for the Adjourned Regular Meeting was posted at the
City Hall Council Chambers on May 31, 2002 at 8:20 a.m.
The Notice of Cancellation for the July 4, 2002 Meeting was posted at the City
Hall Council Chambers on July 1, 2002 at 8:00 a.m.

C. HISTORIC FRENCH PARK TRAFFIC DIVERTERS
RECOMMENDATION:
Commission Policy.
George Alvarez, City Engineer provided an overview including the purpose of
traffic plans, the process for development, and the development of the plan for
French Park. Ruth Smith, Senior Traffic Engineer, outlined the elements of the
plan, the approval process, how the plan could become permanent, and how it
would be implemented. Clarification of the boundaries for the neighborhood
association and who would vote on the issue were provided.
Discussion was held on methods to discourage traffic in neighborhoods and also
how voting criteria had been determined. Clarification on the impact to the
French Court neighborhood provided.
Commissioner Schaefer asked if the intent of the item was to make a
recommendation to ETAC. Mr. Edwards advised that ETAC is the body that
determines traffic plans but that the Historic Resources Commission could
forward a recommendation. Ms. Odette advised that staff could be directed to
write a letter to ETAC supporting the Historic French Park Traffic Plan.
Motion to direct sfaff to prepare a letter of support for the Historic French
Park Traffic Plan.

ORDINANCE AMENDMENT NO. 2002-85
(Continued by the Historic Resources Commission on June 6, 2002 to August 1, 2002)
Filed by the City of Santa Ana to modify various sections of Chapter 30 of
the Santa Ana Municipal Code pertaining to definitions, removal of a
structure from the Historic Register, historic districts, Historic Resource
Commission approvals, and demolition policy.

Recommend fhaf the City Council adopt an ordinance approving Ordinance
Amendment No. 2002-85.

Hally Cappiello, Associate Planner, presented the staff report, recommendation,
and proposed changes.
Vice Chair Giles opened the public hearing.
Jo Ann Ramirez, Santa Ana Historical Preservation Society, spoke in opposition
of the amendment and requested a continuance until September to allow for a
review of the ordinance adopted by the city of Monrovia. She also requested
stronger language concerning the demolition of historic buildings.

2, HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2002-01
Filed by Nestor and Gaffney Architecture to modify the exterior facade of
the Phillips-Block Building located at 301-302 W. 4fh street..

Staff report and recommendation presented by Bob St. Paul, Associate Planner.
Commissioner Richardson asked how the paint would be removed from the brick
exterior of the building. Steve Gaffney, architect, advised that the north facade is
not painted and will be cleaned. Minimal work will be done on the side facing the
federal courthouse and that Secretary of Interior standards will be utilized. He
also advised that no exterior sandblasting will be done. Discussion was held
regarding proposed tenancy and timeline. Mr. Kaufman advised that the
Redevelopment Agency is scheduled to review the project in September.
Commissioner Chinn and Vice Chair Giles thanked Staff and the architect for
their time and effort.

The item was laid on the table to allow staff an opportunity to explain. After an
explanation by staff Mr. Aquandaya had no further questions.

STAFF AND COMMISSION COMMENTS
6. Comments from Staff
Joseph Edwards
• Noted that all templates have been sent to the library.
' Noted that the draft Environmental Impact Report for the proposed SavOn
project will be released on Friday.
• Provided an update on the proposed One Broadway Plaza project and
advised that the draft EIR well be released after the project has been
submitted to site plan review.
• Noted that all categorizations had been completed in French Park and
staff will begin to focus efforts next on Eastside neighborhood.
• Announced that Irma Hernandez had accepted a position with the City of
Duarte and she will be missed.
• Announced that he had been designated Acting Planning Manager and
that Maya DeRosa would assume staff liaison responsibilities for the
Commission.
• Provided an update on the plaques. He advised that a review of the
information from the consultant was complete. The language needs to be
formalized and then they will be brought to the Commission for review.

• Noted that she and her husband were expecting their first child.
7. Comments from Historic Resources Commission

.Noted that he was impressed with the work done on the Phillips Block
Building.
• Wished Irma Hernandez good luck and she will be missed.
• Noted that two properties in Park Santiago had restoration work done.
The first one at the corner of French and Santa Clara had a beautiful job
done. The second one further down the street had a second floor added
and wondered how it could have been approved. Mr. Edwards advised
that staff will investigate.
Commissioner Richardson
Very impressed with Phillips Hutton project.
• Suggested the second-story addition mentioned by Commissioner
Schaeffer should be brought to the Planning Commission.
• Noted that with regard to the Chapter 30 amendments it was a good idea
to review other cities ordinances but he suggested that a Ad Hoc
Committee should be formed to assist staff with input and direction.
The Commission agreed to form a committee with Madame Chair Kings
and Commissioners Richardson and Giles appointed to serve.

Noted that he was pleased with the Phillips Hutton Building.
Thanked staff for placing the French Park traffic item on the agenda.
• Noted that he had been the contractor on the restoration project at French
and Santa Clara.
Commissioner Gartner
• Announced that the remodel on his home had been completed and an
open house would be held in October.
• Noted that a good job had been done on the Phillips Hutton Building.

• Noted that she was happy with the remodel plans for the Phillips Hutton
Building.

• Noted that he had taken the Anaheim historical tour and had been
impressed.
Requested an update on the completion of the renovations at the Santora
Building.
