BROADWAY DISTRICT CURBS. GUTTERSM AND SIDEWALKS George Alvarez, City Engineer, discussed the preservation of the historic curbs and gutters along the Broadway corridor. Types of curbs currently in use and proposed replacements were outlined. Discussion regarding ADA requirements held. Mr. Alvarez advised the Commission that when replacement was necessary proposals would be brought to the Commission for their review. E. SYCAMORE GARAGE LIVENVORK PROJECT Sergio Klotz, Associate Planner II provided a description of the Live/Work project and a status update. Madam Chair Kings commented that this was an example of a project that the Commission felt they should have been allowed to review prior to final approval by the City Council. Comm(ssioner Richardson advised that in the future, Historic Resources Commission comments should be put in writing so that either staff or he could present them to the Planning Commission. Sergio Klotz also provided a description of the Sycamore Garage project and a status update. Discussion held regarding the parking needs of the downtown area. Ms. Nelson commented that the garage will provide needed parking for several buildings and make them more attractive to prospective tenants. Commission suggestions included keeping the building height down as much as possible, enhance the landscaping and lighting, covering the walls with vines to deter graffiti, and making more permanent upgraded improvements to the existing surface parking lot on Broadway.. C F. OBJECTIVE #9 -DEVELOP HISTORIC DISTRICT PROCESS Objective update provided by Charles View. He noted that process guidelines were identified as due by May 2002. The Commission had identified Logan as the next district they wished to review and a survey was due by June 2002. Using the Broadway district as a model, staff will work with the Commission to identify preliminary boundaries and, based on those preliminary boundaries, do a field visit to see what is there. A work/study session will follow to create draft standards and guidelines. Staff will then use the draft to create an action item to be brought to the Commission and then to the Planning Commission and City Council as was done with Broadway. Using the Broadway model for design standards will create guidelines for use by staff and the Planning Commission to evaluate new construction but will not create a new construction review component for the Historic Resources Commission. He advised the Commission that if that was a consideration that they wish to bring back up they should advise staff, as it is not part of what has been modeled. The Commission recessed at 5:40 p.m. for 10 minutes. PUBLIC HEARINGS PROCEDURAL RULES 1. HISTORIC RESOURCE DEMOLITION N0.2001-01. 02LAND 03 Filed by the City of Santa Ana to discuss the noflce of intent to demolish the fhree structures located of 1007-1009, 1015, and 1109 North Broadway lisfed on the Santa Ana Register of Historic Properties as part of the One Broadway Plaza high-rise office projecf. HISTORIC RESOURCES COMMISSION MINUTES 3 JANUARY 3, 2002 REVISED PUBLISHED !N THE REGISTER: December 21, 2001 PUBLICLY NOTICED: December Y1, 2001 RECOMMENDATION: Receive public comment and discuss the request to demolish the historical structures located at 1007-1009, 1015, and 1109 North Broadway. 1 Charles View, Planning Manager, provided the staff report and outlined the Environmental Impact Review (EIR) process. He advised the Commission that the EIR would be released later this month. Outreach efforts regarding the potential relocation of the buildings were described. Relocation sites were identified and cost information provided. Mr. Michael Harrah, Caribou Industries, provided background information of his company. He discussed other buildings that they have purchased and the rehabilitation that was done. Madam Chair Kings opened the public hearing. Louise Pass, Historic French Park, spoke in opposition of demolition or relocation until after City Council has considered the project. Debbie McEwen, Historic French Park, spoke in opposition of demolition or relocation until after City Council has considered the project. Glen Stroud, Santa Ana resident, spoke in opposition of demolition or relocation until after City Council has considered the project. Ben Grabiel, Santa Ana resident, spoke in support of a requirement for the developer to pay for relocation and rehabilitation of the buildings. Roberta Reed, Santa Ana resident, spoke in opposition of demolition or relocation until after EIR has been completed and reviewed. Tim Rush, Santa Ana Historical Preservation Society, spoke in opposition of demolition or relocation of the buildings and stated that they should have been subject to code enforcement action. Nathan Reed, Santa Ana Historical Preservation Society, spoke in opposition of demolition or relocation of the buildings and suggested that the Historic Building Code be used to evaluate the condition of the buildings, Vivian Martinez, Delhi Neighborhood Association, spoke in opposition of demolition or relocation of the buildings due to the importance of retaining historic sites. Alison Young, Santa Ana Historical Preservation Society, spoke in opposition of demolition or relocation of the buildings and stated that they should have been subject to code enforcement action. She also stated that the project should be subject to the guidelines included in the Midtown Specific Plan. r Commissioner Bustamante asked why Mr. Harrah had chosen this specific site and Mr. Harrah responded that it was because of its central location and because Santa Ana is the county seat. Commissioner Corpin requested that materials provided by the developer be forwarded prior to the meeting. Potential traffic issues within the project area were discussed. Commissioner Giles expressed concern regarding demolition prior to project approval. He also stated that the Final Historic Resources Technical and Feasibility Report that HISTORIC RESOURCES COMMISSION MINUTES 4 JANUARY 3, 2002 Commissioner Richardson suggested that the public hearing be continued to February 7, 2002 to allow for a review of the EIR. REVISED had been provided did not adequately address the impact of removing the buildings. Requested that the developer proactively support relocation if necessary. Commissioner Richardson expressed concern regarding the issuance of a demolition permit prior to review of the EIR. Ben Kaufman, Assistant City Attorney, provided an overview of the demolition provisions contained in Chapter 30 of the Municipal Code. Charles View advised the demolition process and the EIR process are not the same when not associated with a development project. He also advised that the applicant ' could choose to demolish the structures even if the project does not move forward. Ms. Nelson, Deputy City Manager, noted that this is not a request for action but a request for public comment and to give the Commission time to formulate their recommendations and request any additional information needed. Commissioner Richardson requested information regarding potential mitigation measures. Mr. View advised that as a public body they can identify what they believe appropriate. The City Council will review all suggestions and make their decision. Ne noted that cost issues normally are best left to the Council but whatever the Commission considers beneficial should be included and presented to the Council. Commissioner Chinn requested back-up information for structural engineering report and ex ressed concern regarding traffic issues ~a4 ~~jGilq't~a~~~~~iii~js'N~ii`tgjj~~ipfgp~~~~~~~l$jq R~~11~h;>~61 He requested information regarding the developer's responsibility to replace low-income housing lost and was advised by Mr. Kaufman that as the project was not utilizing any Redevelopment Agency funds it was not subject to relocation requirements but that the loss of affordable housing could be an impact depending on the EIR. Madam Chair Kings made the following comments: Report Scope 1. The report does not address the collective loss of these structures as part of the Historic Broadway Corridor or the effects of the proposed development on the existing historic structures/district to remain. Presumably, this will be assessed in the Cultural Resource Assessment (by Discovery Works) which we have not been given yet. 2. Report does not address the site/setting associated with the structures in questions which are part of the Secretary of Interior's Standards for Rehabilitation. Appendices A & B clearly do not provide enough information to indicate the true loss of structures and the associated environments. Nor does the report satisfactorily assess or recognize this cultural loss should these buildings be relocated. Report Findings 3. Deferred maintenance and the failure to maintain these structures is a detrimental role in the cost of rehabilitating these structures. It appears that the owner sees this as way to hasten the demolition of these structures. The Commission would ask that the owner provide reasonable care and maintenance of these properties. 4. The structural assessment findings of this report (Section VIII) are contradictory to the findings that were presented in regards to the condemning of the Yale Apartments (Correia Evaluation). Both reports document problems mostly ' associated with negligence, yet the Garavaglia report finds no evidence of structural stress or failure. The Garavaglia report also properly suggests that a more detailed analysis would credit much of the strength of the floor and wall framing. In light of this new evidence, I would like to request that staff review the reports and the decision to allow demolition and propose a third report to confirm the structural soundness of the Yale Apartments. 5. Section VII Historic Significance assessment and findings are inadequate and inconsistent to the findings of this Commission. The report only considers National Register Criterion B; however, the Yale Apartments were found to be significant under Criterion C. The Koenig House and the Twist-Basler Home were both found significant under Criteria A, B, and C. Had the report adequately addressed these other criteria, the sites and significance of these HISTORIC RESOURCES COMMISSION MINUTES 5 JANUARY 3, 2002 REVISED properties and their significance to development on Broadway would have been recognized as cultural losses that result from moving these structures. Mitigation Suggestions 1. Reduce the scope and size of the project to comply with the current development standards of the Midtown Specific Plan with particular care to the Historic components in regards to the Broadway Corridor. 2. Relocate the office tower to the owner's property on the south side of 10"' Street ' (southeast corner of Broadway and 10"') and recanfigure the parking structure to minimize impacts to the Historic Broadway Corridor. 3. Donate all the structures and the funds to relocate and rehabilitate the three properties to the Santa Ana Historical preservation Society (nonprofit donation). Funds to acquire property, relocate, and rehab could run upwards of $2.2 million based on the higher of the figures provided. 4. Donate all the structures for relocation and/or salvage and the funds to complete a portion of relocation, rehabilitation and/or salvage of the structures to the SAHPS. The priorities and costs for full rehabilitation would be: a. Twist-Basler Home (Landmark) $848,048 b. Koenig House (Key) $665,837 c. Yale Apartments (Contributive) $712,544 Total $2,226,429 Summary Removal of these structures is detrimental to the Historic Broadway Corridor. If this project is deemed more valuable to the City than the value of these historic properties and a potential historic designation status for the Broadway Corridor, then I would ask that as much assistance as possible be provided to maximize preservation efforts. ' Commissioner Richardson requested that mitigation be added to retain the properties in the northern portion of the project or district in the event of relocation. Ms. Nelson noted that the comments the Commissioners had made were what staff needed and thanked the Commissioners for their efforts. Motion to continue the public hearing to February 7, 2002. Comments from Historic Resources Commission Commissioner COroin • Requested that all materials regarding an item, including those from applicants, be provided prior to the meeting. ' Commissioner O'Callaghan • Requested any material available that would provide a big picture of the One Broadway Plaza project. Commissioner Chinn • Advised that the historical room at the Library had not as yet received the data promised and asked for staff to investigate. • Requested an update on the Historical Rehabilitation Loan Program. Mr. View advised that Housing staff will be requested to provide an update to the Commission. Madame Chair Kings • Requested formation of an ad hoc working committee to review text, markers and monuments. Madame Chair Kings and Commissioner Richardson will serve on the committee. Requested written confirmation of Mr. Harrah's agreement to not demolish the buildings located at 1007-1009, 1015 and 1109 N. Broadway. Advised that the store fronts on the Phillips Block Building had been removed. Thanked the Commissioners for re-electing her as Chair. Commissioner Giles • Noted that he could not find the historic links to the web pages. • Asked when the historic register would go on line. Mr. View advised that staff would investigate. • Expressed concern regarding the public being made aware of the Historic Rehabilitation Loan Program and requested the application be made available on line.
