A. MINUTES
Approve minutes:
Madame Chair Kings requested the following correction be made to the minutes:
Page 4 "Semi-Tropic #1" changed to "Commercial Building" and Reference No.
198 deleted.
RECOMMENDATION:
' Approve the minutes of the regular meeting of September 6, 2001 as corrected.
Approve the minutes of the adjourned regular meeting of September 7, 2001.
B. COMMISSION SECRETARY REPORT
RECOMMENDATION:
Instruct the Commission Secretary to enter into the minutes.
The September 6, 2001 Agenda for the Regular Meeting was posted at the City
Hall Council Chambers on August 31, 2001 at 8:15 a.m.
The Notice of Adjournment of the September 6, 2001 Regular Meeting to
September 7, 2001 at 2:30 p.m. was posted at the City Hall Council Chambers
on September 6, 2001 at 6:45 p.m.
The September 7, 2001 Agenda for the Adjourned Regular Meeting was posted
' at the City Hall Council Chambers on August 31, 2001 at 8:15 a.m.

BUSINESS CALENDAR
C. AD HOC HISTORIC RESOURCES COMMISSION SWARDS COMMITTEE
RECOMMENDATION:
Approve the creation of an ad hoc Historic Resources Commission Awards
Committee.
Joseph Edwards presented the staff report outlining the purpose and
responsibilities of the proposed committee. He suggested that the Template
Review Committee could also serve as the Ad Hoc Historic Resources Awards
Committee. Commissioners Corpin, Chinn, Giles, Gartner, and Madame Chair
Kings volunteered to sit on the committee. Discussion ensued on how
recognition would be made, who would serve on the committee, how often and
when it would meet.
Motion to approve the creation of an ad hoc Historic Resources Commission
Awards Committee and for the Template Review Committee members and
Commissioner Chinn to serve as committee members.

WORK STUDY SESSION
D. BROADWAY HISTORIC DISTRICT STANDARDS /AND BOUNDARIES
Charles View, Planning Manager, presented an update. He outlined the suggestions for
which consensus had been reached on at the completion of the special meeting of the
Historic Resources Commission held on September 7, 2001. These were as follows:
District Boundaries: Modify southern boundary up from Civic Center Drive to
Tenth Street.
' Front Yard: Develop a Zoning Ordinance Amendment to the Professional Zoning
District that would require a 20-foot setback, or the prevailing setback if greater
than 20 feet on the block.
Li htin :Add language to encourage lighting of onsifie landscaping materials.
Graphics: Modify to better reflect the desired architectural features of the
structures illustrated

Landscape Buffers: Modify design standards to encourage the use of shrubs and
hedges to screen parking areas, remove reference tp establishing berms as a
screening method.
Curbs and sidewalks: Schedule a review of the available options to preserve and
enhance the existing curb and sidewalk pattern with the Public Works Agency.
Demolition Process: Modify to reflect the current process for historic structures.
' Trainin :Institute training for staff on the North Broadway Corridor Standards in
conjunction with adoption of the revised design standards and ordinance
amendments.
Reference Package: Prepare an updated map and guidelines to be available at
the public counter indicating the corridor boundaries and associated design
standards.
Discussion ensued regarding zoning standards and possible changes.
E. CULTURAL ICON PROPOSAL
Charles View reviewed the Cultural Icon Proposal and advised that staff had met
with a consultant who had suggested modifications to the current proposal. The
consultant's scope of work would include a forward of 1000 words or less, a brief
chapter history of a given area with plaques placed in locations identifying the
early streets and people who had made significant contributions. Other plaques
would be placed in strategic areas where there are notable buildings. The first
area identified is the Downtown with French Park being the next area targeted.
Discussion ensued regarding the scope of the proposal. Madame Chair Kings
suggested that the name be changed to the "Cultural Heritage Program" and that
it include stories of people, places and events. The Commission concurred.
Madame Chair Kings requested that the program be phased to coincide with
National Historic Preservation Week.

be consistent the other templates.
Verification that Exhibit 3, Old City Hall, is not part of the Historic District.
Modify the template of Exhibit 3 page 2 under the last sentence of Historic Highlights to
read "American Institute of Architecture/Orange County design award.

PUBLIC COMMENTS
4. Oral Comments -Comments from the Public
Mr. Ben Grabiez requested an update on the Broadway Historic District. Mr. View
advised him that it had been discussed during the afternoon session and material that
had been distributed would be provided to him. Madame Chair Kings advised him that it
would be on the November agenda.
STAFF AND COMMISSION COMMENTS
5. Comments from Staff
Mr. Edwards
• Thanked all commissioners who participated in the California Preservation
Foundation.
Advised the Commission that the application for Certified Local Government status
had been forwarded to Sacramento.
Mr. View
• Advised that the objectives will be provided with the next Commission packet.
• Advise4d that Larry Yenglin will provide updates on several projects at the November
meeting.

• Thanked staff for all their hard work.

Commented on Wiltshire Square tea, tour, and plain afire art show scheduled for
October 13 & 14..
• Announced Washington Square walk through for the following weekend.
• Thanked everyone who attended the Incentive Workshop in Los Angeles.
Advised of the SAHPS 4'h Annual Cemetery Tour scheduled for October 27.
Commissioner Richardson
• Noted that he was happy to be back.
• Acknowledged Ms. Fran Lassiter from the Ebell Society who successfully had the
' Club added to the National Register. He suggested that information regarding the
Club should reflect that it is an active service club.
Commissioner Coroin
• Noted that she was impressed with the work staff had done.
Commissioner Gartner
• Glad to see Commissioner Richardson back.
Vice Chair Giles
• Congratulated City staff on the Jazz and Art Festival held September 28-30.
• Requested an update on the Huscroft House in Costa Mesa and was advised that it
had been determined to be structurally in need of extensive work and therefore
would not be purchased by the City.
• Announced that he will be a docent for the Wilshire Square tour.
Madame Chair Kings
• Extended a welcome to Councilmember Solorio.
• Congratulated staff on CLG application submittal and having the information packet
to the printer.
• Announced that she had attended the incentive workshop last week and that Santa
Ana is on a par with cities such as Los Angeles and Pasadena with regard to
incentives. There are many. There are many incentives based on tax credits that
' will become available to us after we achieve CLG status, and many cities had
marketing plans for their incentives.
• Advised that the Mill's Act freezes the tax base of a house even after rehabilitation or
sale to a new owner. This makes this incentive very attractive for people who want
to fix up a house and it adds value to the sale of a property.
7. Excuse of Absences
Motion by Commissioner Corgin and seconded by Commissioner Chinn to excuse the
September 7, 2001 absences of Commissioners Gartner, Richardson, and O'Callaghan
and the October 4, 2001 of Commissioner Bustamante approved unanimously by a vote
of 7:0. Commissioner Richardson abstained.
8. Adjournment-6:40 p.m.
Madame Chair Kings advised that the Template Review Committee would meet at 4:30
p.m. on Friday instead of 3:00 p.m.
