Approval of the Minutes from the regular meeting of Mazch 2, x000. RECOMMENDATION: Approve the minutes of the regular meeting of March 2, 2000. 2. Reconsideration of actions taken at previous meeting. *** Consent Calendar Items *** Motion to approve Consent Calendar. MOTION: Giles SECOND: AYES: Kings, Chinn, Giles, Gartner, and Bustamante NOES: None ABSENT: Brenes, Berry, Corpin, and Cribb Bustamante Business Items 1. Report on Salva~ina Committee meeting. Commissioner Kings informed the Commission that the Committee had met on February 16, 2000 to discuss salvaging. The Committee unanimously agreed to recommend tlyat the Historic Resources Commission: 1) recognize the Santa Ana Historic Preservation Society (SAHP$) as the contact group for salvaging; 2) encourage salvaging of buildings 50 years or older; 3) request that staff assist in providing legal information to the SAHPS; and 4) take a more active role in marketing the saWaged items. 2. Not cation Process for Demolition Requests of Structures 50 Years of A¢e or Older To establish a notification process to the Santa Ana Historic Presgrvation Society and the Historic Resources Commission for requests to demolish structures 50 years of age or older citywide. RECOMMENDATION: RECOMMENDATION: Commission Policy. COMMITTEE RECOMMENDATION: Recommend that the Historic Resources Commission recommend that the City Council adopt a resolution directing staff to establish and implement a notification process tq the Historic Resources Commission and the Santa Ana Historic Preservation Society. ' Mr. Joseph Edwards, Principal Plarmer, presented the staff repot and staff recommendation for notifying the Historic Resources Commission and the Santa Ana Historic Preservation Society when a demolition permit is issued fora structures that is 50 yeazs old or older. Several Commissioners inquired as to the authority of the Commission to direct staff to provide notification without City Council action and the timeframe of the notification to the Commission and the SAHPS. Mr. Edwards stated that staff would work out a procedure regarding the process and the timeframes for notification. Mr. Kenneth Adams, Planning Manager, inforayed the Commission that the notification requirements were established as part of the City's Municipail Code; substantial changes from those standards may require approval of the Ciry Council. In addition, Mr. Adams stated that as the Commission requested to expand their responsibilities, the expansion request would need to be documented via resolution. ~ He further stated that if the Commission desired to involve itself in the creation of a salvaging program it would need City Council approval by referring the action to City Council, we provide an opportunity far them to recognize the work effors of the Commission. Commissioner Giles asked if the Council established salvaging asp, a responsibility of the Historic Resources Commission. Mr. Adams indicated that salvaging was not an established duty of the Commission by the City Council. In addition, he stressed to the Cottunission that they were delegated the responsibility, via ordinance, to specifically maintain the properties listed on the Santa Ana Register of Historic Properties. The Commission further discussed: 1) the possibility of changingi the code to include salvaging of buildings over 50 years old and requiring a review of all demolition permit requests for buildings 50 years old or older as a part of the definition of the Historic Resources Cotmission purview; and 2) agreed that the notification procedure could be a stazt towazds more active salvaging and Commissioner Kings requested staff to move all further salvage related discussions to a list of pot¢;ntial future objectives. To establish contractual standards w tie included in Mills Act Agreements. RECOMMENDATION: ' Recommend that the City Council adopt a resolution establishing requirements for Mills Act Agreements. Ms. Maya DeRosa, Senior Planner presented the staff report and recommendation. She further explained to the Commission that the intent of the Mills Act Agreement was an incentive tool that the Ciry used to encourage property owners of historical structures to preserve, maintain, and improve the structures on the Santa Ana Register of Historical Properties. In addition, staff was recommending that an outline identifying particular improvements within specific timeframes for complefon dates, be developed when a property owner entered into a Mills Agreement with the Ciry. Commissioner Brenes expressed concern regazding recommending specific improvements for property owners and requiring the owners to allow reasonable periodic examinations of the interior of the structures as being intrusive, (Section 3,item E, of Exibit 3 of the staff report), and asked if staff was comfortable with requiring standards and/or improvements. Ms. DeRosa stated that staff was comfortable with its recommendation, the intent of the requirements was to .. .. . _.__ _~..t_ ~:_.__-__, _._......._..,..._.1 .A..~ !tie .....:1.:1:,.. ..F ,tin c~mn,.mn mnn1A nnf Iv Ms. DeRosa stated that staff was comfortable with its recommendation, the intent of the requirements was to ensure the aesthetic chazacter of the historical structures and that the visibility of the structure would not be impaired. Motron to recommend that the City CouncQ adopt a resolution establishing requirements for the Mills Act Agreements. Ms. Robyn Uptegraff apprised the Commission that the Commissions' funding request was included in the administrative budget of the Agency and City Council was scheduled to take action on the entire City budget in June 2000. Commissioner Kings emphasized to the Commissipners to encourage Council to support the funding request. 5. Comments from the Planning staff. Mr. Joseph Edwards, Principal Planner, informed the Commission that he and Ms. Cristine Shaw along with other staff members recently attended a historical seminar and one of the sessions focused on placing properties on the Register without the owner's permission. Ms. Shaw stated that although it was discussed, she would like to receive interpretation from other City attorneys. 6. Comments from the City Attorney. Ms. Cristine Shaw, Assistant City Attorney, informed the Commission that staff learned at the recent seminar that the City of Santa Ana was ahead of most other.. cities with the creation of the Historic Commission and with the adopted ordinances related to historical Structures. 7. Comments from the Historic Resources Commission. Commissioner Brener informed the Commission that he was a member of the Santa Ana Kiwanis Club, the Club had meetings every Wednesday, and he invited and encpuraged the Commissioners to attend any meetings and lunches and to possibly become members of the Club. Commissioner Corpin mentioned that many Commissioners recently attended a tour of the Masonic Temple and requested that another tour be scheduled so the other Cotntn~ssioners who were unable to attend could attend and she stated that the week of April 17, 2000 would be great. Commissioner Bustamante invited the Commission to attend the Floral Park's home tour during the month of April; he stated that the tour was an annual event and that there were discount tickets on the Internet to attend the tour. Commissioner Gartner informed the Commission that he had recently attended a lunch with Commissioner Brener at the Kiwanis Club and expressed his appreciation to Commissioner Brener for the invitation to the Club luncheon. He further commended the Kiwanis Club for all of their work for the community. Commissioner Chinn referenced the memo distributed to the Commission regazding the property inventory template and commented that the template did not contain the State criteria and he believed it was important to have the State guidelines on the template. ' Cottunissioner Giles requested staff express the Commissions' condolences to Commissioner Berry; and he expressed concern that another home had been lost, located at 501 Cypress, and he stated that every effort was needed for salvaging. Commissioner Kings: 1) commented that recently she had expressed some frustration with staff due to believing that progress and closure was not being made as quickly as she desired; and stated that when she or other Commissioners called staff and requested an additional task or information, it pulls staff away from the expected work and pushes back the timeframes from the specific tasks and the objectives that the Commission has established; 2) expressed that the Commission packages were received very late for the meeting, she was aware of the Division's computer problems but she requested that the packages be distributed no later than the Monday before the scheduled meetings; 3) requested that the historic template have complete documentation and commented that the template must meet State and Federal requirements and requested that the Commission review the template once completed; and 4) informed staff and the Commission that there was a recent article in the Wall Street Journal regarding historical training for real estate agents on marketing historical properties and mentioned having staff and a realtor knowledgeable __ t:...,~_.__I .._,...eti:e........dd 1.e..oC.r thu !`in, anA rnmmnnifv estate agents on marketing historical properties and mentioned tha~ having staff and a realtor knowledgeable on historical properties would benefit the City and community 8. ' Commissioner Brenes moved to excuse the absence of Commissioners Berry and Cribb the motion was seconded by Commissioner Bustamante and unanimously approve. 10. Adjourmnent.
