Giles and Giles Brenes and Simons None HISTORIC ORDINANCE AMENDMENT NO. 99-01 J Filed by the City of Santa Ana to amend Chapter 41 of the S~utta Ana Municipal Code to create categories and criteria for historical properties listed on they Santa Ana Register of Historical properties citywide. 'I LEGALLY NOTICED: November 29, 1999 ~ RECOMMENDATION: 1. Recommend that the City Council receive and file th~ Categorical Exemption for Environmental Review No. 99-166. 2. Recommend that the City Council adopt an ordinance] approving Historical Ordinance Amendment No. 99-04. ' Mr. Joseph Edwazds, Principal Planner presented the staff retort and recommendations. There were no public comments. HISTORICAL RESOURCES COMMISSION APPLICA Filed by the City of Santa Ana to place the Central Auto Register of Historical Properties located at 115 North Syc LEGALLY NOTICED: November 29, 1999 PUBLICLY NOTICED: November 30, 1999 RECOMMENDATION: 1. Receive and file the Categorical Exemption for 2. In addition, she expresse concern that the placement of the property on the Register would not allow the development of the property as planned. ' Mr. Marvin Jarman, Realtor, stated that he was opposed to taff's recommendation and that he believed the property owner was trying to acquire pazcels t develop additional tenants at the site. In addition, he stated that he and the property owner ould be willing to work with staff on development designs. Mr. Paul Cullen, attorney representing the property owne ,expressed concern regazding the lack of adequate noticing to the property owner and of allowing the property owner appropriate time to research the matter. In addition, he requested a postponement in the Commission action on the Historical Resources Commission pplication No. 99-04. Commissioner Giles questioned staff on the intent of placing the property on the Register. Mr. Charles View, Downtown Development Manager, stated at staff was trying to protect the historical structure and staffs recommendation was not ag inst the tenant; the Commission's action would not impact the use, however, if the owner o the property wanted to alter the stmcture, the future modifications would require Comtnissio review and approval. Ms. Dianne Saevedro emphasized her concerns regarding gown Act violations due to only receiving notice of the project and action within 72 hours, th~t she would like the opportunity to work with the City regarding the development of the site, anal the Commission's action to place the property on the Register would greatly effect the econom#c viability of the site. Madam Chair Kings questioned staff regazding the notice tven to the property owner of the hearing. Staff stated that they believed the noticing was le~al and they were comfortable with ' the noticing provided to the property owner. Charles View, Downtown Development Manager, provided an update on the following projects: • Masonic Temnle, Mr. Harrah recently purchased build~ng, he was searching for a tenant, no plans submitted for improvements. • One Broadwav Plaza, consideration was now being giv n to a 37 story structure for office space, commercial uses, and food uses, the site was c rrently under environment review and preparations have begun for the Environmental Im act Report (EIR). Commissioner Corpin expressed concern regarding property owner's t levision reception being disturbed due to the size of the proposed building and asked if th EIR would address her concerns. Mr. View stated that he would note her comments. • Fourth Street/Broadwav, site was proposed for a Zov's ~istro, however the project will not proceed. The property owner has not located a new ten~nt. • 1815 North Broadwav, demolition would take place • Spurgeon Buildine, clock was now working, property owner had not located new tenant. • Otis Buildine, property owner had not located a new • UCI/Santa Ana College (Idea Institute) -State and Federal funding had been provided for feasibility analysis for locating two and four year col ege programs for graphic related studies, staff was attempting to raise additional fun ing for preparation of plans and construction. • Orange Countv Hiah School for the Arts, scheduled to be reviewed by the Redevelopment Agency for approval, scheduled to open in September 2 0. • Cal State Fullerton (Grand Central buildinel, currently Ipened and operational. • Santora Buildine, owner planning to renovate structure. • Park Place Apartments, owner planning to renovate stt~ucture to be more compatible with historic buildings in the area. ~, • Rite Aid, was having lease challenges, scheduled to oped shortly. • Fourth Street Merchants, had painted and constructed nE}w facades. 4. Comments from the Historic Resources Commission. Commissioner Cribb requested to have a discussion reg rding adaptive re-use of historic structures and possible Commission ideas as to the best use of buildings at the next scheduled meeting. Commissioner Chamberlain informed the Commission that) she would be resigning from the Historic Resources Commission. She expressed her appreciation with working with staff and her fellow Commissioners. Commissioner Berry expressed his appreciation to staff f~r their work efforts and that the ' Commission had accomplished their objectives for 1999. Commissioner Giles invited fellow Cotmissioners to the Fr~nch Park home tour on December 11 and 12, 1999.
