HomeMy WebLinkAbout2010-03• RESOLUTION NO. 2010-0: bk-12/17/09 A RESOLUTION OF THE HISTORI RESOURCES COMMISSION OF THE CITY OF SANTA NA DENYING A REQUEST TO REMOVE THE PROPERT LOCATED AT 214 EAST SANTA CLARA AVENUE I THE SINGLE FAMILY RESIDENCE ZONING DISTRICT R1) FROM THE CITY'S HISTORIC LIST (HISTORIC REMOVAL APPLICATION NO 2009-02RML) C] BE IT RESOLVED BY THE HISTORIC RESOUF~CES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic Resources Commissi ~n of the City of Santa Ana hereby finds, determines and declares as follows: A. The applicant is requesting approval of Historic Exterior Modification Application No. 2009-02RML to remove from the City's Register of Historic Properties the McGowan House located to ~14 East Santa Clara Avenue. B. The McGowan House is individually listed pn the Santa Ana Register of Historical Properties and is categorized as ~andmark. The structure was originally built c. 1886 in the unadorned Folk Victorian architectural style. In 1938, the front facade was remodeled in th Colonial Revival architectural style. The design characteristics of the Col nial Revival are its rectangular shape, hipped roof with boxed eaves, wide s iplap siding with pilaster corner boards, six over six wood windows and th asymmetrical recessed entry framed by an unadorned pediment, fluted ilasters, sidelights and fanlight above the door. A more recent remodel, 1988, added a rear two-story addition with wood siding and windows similar to the windows installed with the 1938 remodel. An exterior wood staircase to the second floor was part of the addition. C. The Commission has reviewed the McGowan House Register placement for compliance with Chapter 30 of the Santa /Ana Municipal Code (SAMC) Criteria of Selection. To be eligible for considjeration, a resource must be 50 years old per SAMC 30-2(a). At the time th~ McGowan house was placed on the Historical Register in 2005, the Colonial Revival style structure was 67 years old, exceeding the city's basic req irement for placement consideration. Noteworthy is the structure's uality of Victorian workmanship and materials that has enableQi the residence to survive approximately 123 years. D. The McGowan House was place on the San~a Ana Register of Historical Properties for its architectural style, Criterio One; and its connection with Resolution No. 2010-03 Page 1 of 3 a use that was once common but now rare, riterion Six of the Santa Ana • Register Criterion One [SAMC 30-2 (1)]. E. The California Office of Historic Preservatio Technical Assistance Series Number 6 discusses changes to a resource, suggesting that "alterations over time to a resources or historic changes in use may themselves have historical, cultural or architectural significan a". Some architectural historians have noted that the Colonial Revi al design is a Victorian style, while others consider it marks the end of th Victorian era. The 1938 Colonial Revival alterations reflect a culturaltrend in residential architecture. The asymmetrical design was la popular Colonial Revival variant style before 1910 and after the 1930$. Although the House has retained design features from two architectu al styles, the design features are compatible and recognizable; each reca~ls a period in history when that particular style was nationally desirable (supporting the McGowan House listing on the register. The integrity of the Victorian design ha been affected by the 1938 remodel, but the home retains its int rest and importance as a Victorian/Colonial Revival farmhouse throu h the retention of materials, workmanship and design characteristics. T efollowing is a comparison of the McGowan House architectural design f tures with the primary design characteristics of the Victorian and Colonial evival architecture • G. The McGowan farmhouse is an important syjmbol for its association with agriculture that made a significant contribution to local history and for its distinctive architectural characteristics of a type, period and region and demonstrates the McGowan House qualified to be individually eligible for local listing and designation. Subsequently, the structure also qualified for the California Register based on the Califor is Evaluation Criteria for its association with events that have made a si nificant contribution to the broad patterns of local, California or nationa history and the structure's distinctive characteristics of a type, period, region or method of construction. H. In accordance with the California Environmental Quality Act, t the proposed project has been determined to be a Statutory Exemption per Section 15270 as a project not supported by a public agency. A Notice of Exemption will be filed for this project. Section 2: The Historic Resources Commission of the City of Santa Ana hereby denies the request for removal of the McCowa[t House located to 214 East Santa Clara Avenue from the City's Register of Historic F,places. This decision is based upon, the complete record presented to the Historic Resources Commission, including all public testimony, and the staff report and exhibits. Section 3.
