HomeMy WebLinkAbout2010-02• RESOLUTION bk-12!17/09 NO. 2010-0 A RESOLUTION OF THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA A A APPROVING THE CERTIFICATE OF APPROPRIATENESS FOR THE PROPERTY LOCATED AT 801 NORTH M NTER AVENUE IN THE SINGLE FAMILY RESIDENCE ZO ING DISTRICT (R1) (HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2009-04) • • BE IT RESOLVED BY THE HISTORIC RESOUF~CES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic Resources Commissidn of the City of Santa Ana hereby finds, determines and declares as follows: A. The applicant is requesting approval of Historic Exterior Modification Application No. 2009-04 to an addition and exterior repairs to the Cooper House at 801 North Minter Street. B. The Cooper House is individually listed o~ the Santa Ana Register of Historical Properties and is categorized as andmark. The structure was originally built in 1900 and combines featujres of the Queen Anne (Late Victorian) and Colonial Revival architectural styles. The distinctive architectural design features of this Queen A ne structure are its gable roof, narrow clapboard siding, patterned shingles, applied ornamentation, classic columns atop the porch wall, cutaway porch ~nd wood windows. C. The exterior of the historic Cooper House will be repaired and rehabilitated to preserve the character defining architectural features of the Queen Anne (Late Victorian) and Colonial Revival architectural styles. In particular, the key exterior improvements include: 1. Front Elevation. Restore the front parch including reintroducing the low entry seat wall and porch skirt; bath with horizontal wood siding as noted in historic photograph. 2. South Elevation. Remove non-original door flanked by the two existing hung wood windows and reintroduce decorative fixed window. Replace non-original wood covering lower portion of both windows with glass. Repair and rest re the banding at the base of window and spanning the house. I troduce two new hung wood windows for the new kitchen location created by the reconfigured floor plan. These new windows will~be distinguished from original windows by more simplified window d tailing and surrounds. Resolution No. 2010-02 Page 1 of 4 • 3. East Elevation. Anew rear porch is roposed to frame the existing rear door leading to the backyard. T e porch design includes wood siding, shingle detailing, and Tuscan columns in keeping with the Queen Anne and Colonial Revival architectural styles. Tongue and groove redwood will be used for the ' eck, with two by twelve inch wood entry steps. The features tha will distinguish the new rear porch from the original historic structur will be the variation in shingle shape and size, width of horizontal ood siding, detailing on the support columns, and the introduction f a wood rail and spindles. In addition, south of the proposed rear porch two additional wood windows are proposed for the kitchen; here existing framing suggests windows previously existed. These new windows will include simplified window detailing and surrounds to be distinguished from the other original windows on the structure. 4. North Elevation. The existing non riginal aluminum window is proposed to be removed and in-filled~vith wood siding to match the existing house. • • 5. Foundation. As part of the new concrete foundation, the original decorative vent on the front elevation 111 be elevated and additional historically appropriate basement vents will be introduced on the south, east and north elevations. A n$w entryway and wood service door will be introduced to access the basement equipment area. D. The architectural detailing and finishes for th se various proposed exterior improvements will be compatible with the hist~ric Queen Anne and Colonial Revival style of the Cooper House. E. Pursuant to Santa Ana Municipal Code section 30-6, the Historic Resources Commission reviewed the application for approval of exterior modifications for the historic Cooper House located to 801 North Minter Avenue. (Historic Exterior Modification Application No. 2009-04). F. Since the property is listed on the Santa Ana Register of Historical Properties, all exterior modifications are regwired to meet the Secretary of the Interior's Standards for Rehabilitation. 1. The project meets these nationally accepted standards in that structural repairs will be undertaken in the most sensitive way, so as to cause the least damage to surroun ing historic materials thereby meeting Standard Number Nine. 2. Additionally, the work being done is original to the building, but was cc in an area that is not to allow for adaptive Resolution No. 2010-02 Page 2 of 4 • reuse of the building which is encour ged by City policy, and meets Standard Number One. 3. Character-defining features will maint in their architectural integrity. G. In accordance with the California Environmental Quality Act, the recommended action is exempt from furthe review. Pursuant to Section 15301, which allows as a restoration or re abilitation of a deteriorated or damaged structure. A Notice of Exemption ill be filed for this project. Section 2: The Historic Resources Commissioln of the City of Santa Ana hereby approves the Certificate of Appropriateness for the Cooper House located to 801 North Minter Avenue. This decision is based upon, the complete record presented to the Historic Resources Commission, including all public testimony, and the staff report and exhibits. Section 3. This Resolution shall take effect imrrhediately upon its adoption by the Historic Resources Commission, and the Commissiofi Secretary shall attest to and certify the vote adopting this Resolution.
