COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION Recommended that the Housing Authority direct the Authority General Counsel to prepare and authorize the Executive Director and the Secretary of the Authority to execute a Memorandum of Understanding with the City of Santa Ana Workforce Investment Board. By a vote of 4:0 (Sarmiento, Turner and Yanez absent) at its Regular Meeting of May 16, 2006. DISCUSSION The Workforce Investment Act (WIA), requires that the Santa Ana Workforce Investment Board (WIB) establish a One -Stop delivery system which provides workforce development services. The One Stop delivery system is a network of WIA mandated and optional partners which are responsible for providing a variety of services, which lead to training and employment opportunities for adults, dislocated workers and local youth. The City of Santa Ana W/O/R/K Center currently operates the One -Stop center for the WIB. The WIA specifies that the WIA funded Adult and Dislocated Worker programs must be provided through the One Stop delivery system, and that partners must participate in the operation of the system and the delivery of these services. MOUs with WIA Mandated Partners June 5, 2006 Page 2 Through Memorandums of Understanding (MOU), a collaboration by all of the One -Stop partners is created for a seamless system of service delivery designed to enhance access to the program's services and improve long- term employment outcomes for individuals receiving assistance. The MOU must contain the provisions required by WIA which includes the services to be provided through the One -Stop delivery system; the funding of the services and operating costs of the system; and the methods for referring individuals between the One -Stop operators and partners. The MOU will be in effect for a period of two years and may be extended prior to the expiration date pursuant to a written request from the One -Stop partner. The Housing Authority of the City of Santa Ana is one of the mandated One -Stop partners and provides intake services for the Family Self - Sufficiency program and assistance with applications for Section 8 rental assistance wait list openings. This can be accomplished by having Housing staff collaborate with the One -Stop staff to provide those services. Referrals may be in person, by phone or via a referral form.
