DISCUSSION The October 2010 -December 2010 quarterly status report for the Housing Choice Voucher (HCV) Rental Assistance Program provides statistics for the day-to-day activities of the Santa Ana Housing Authority. The report is divided into three sections: Waiting List, Participants, and Production. Waiting List The Housing Authority completed a purge of the wait list in December 2010. As of December 31, 20'10 there were 4,204 individualslfamilies on the waiting list. The waiting list opened October 1, 2007 and closed November 30, 2007. 1. Chart '! illustrates the percentage of those on the waiting list who work or live in Santa Ana. These applicants are given a preference on the list. Chart 2 illustrates the number of applicants by total household size, The majority of families on the waiting list consist of only one or two members. Half of all applicants (2,'196 of zf,204; or 54%) have one or two member households, and would qualify for a 1-bedroom voucher. The Santa Ana Housing Authority's occupancy policy is one bedroom far every two family members. Participants 2. Chart 3 illustrates participating families, sorted by number of family members. Overtwo-thirds X71 %) of families receiving assistance have three or fewer members. The family type of program participants is illustrated in Chart 4. "Other" consists of households that are non-elderly, non-disabled, with no minor children. Over half (5fi%} of participating 3. Chart 5 depicts participants by percentage of Orange County median income. As of December 2010, the County's median income was $84,100. Three-quarters {74°/a) of families on the program earn less than 30% of the median income, which is $27,900 per year for a family of four. 5. The Housing Authority pays the difference between the tenant portion and the contract rent. This payment is the Housing Assistance Payment {HAP). Re-exams & Interims Each year, the Housing Au#hority must re- certify each participating family to ensure 300 compliance with program eligibility.
