Direct Agency General Counsel to prepare and authorize the Executive Director and Agency
Secretary to execute an amendment with Sapphos Environmental, Inc, for an additional
$98,942.21 for a total not to exceed $183,772.31 for preparation of a Historic Assessment
Report.
DISCUSSION
On August 2, 2010 the Community Redevelopment Agency (Agency) approved an agreement
with Sapphos Environmental (Sapphos) for building survey services related to the development
of Agency-owned parcels. This contract was related to the Disposition and Development
Agreement (DDA) approved on June 7, 2010 with the team of the Related Companies of
California, LLC and Griffin Realty Corporation to develop parcels owned by the Agency.
Concurrent with the DDA approval, the City Council adopted a resolution certifying the Final
Environmental Impact Report (EIR) prepared for the Santa Ana Transit Zoning Code (SD 84A
and SD 84B) and the proposed redevelopment of Agency-owned properties in the Station District
(EIR No. 2006-02). Both the City Council and Agency Board adopted Findings of Fact and
Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program for
the redevelopment project in compliance with the California Environmental Quality Act (CEQA).
As part of the Mitigation Monitoring and Reporting Program, the Agency contracted with Sapphos
to conduct a Historic American Building Surveys (NABS) on Agency-owned structures, in
compliance with EIR mitigation measure MM 4.4-3. From the initial work, it was determined that
the preparation of a Historic Assessment Report is necessary before proceeding.

Therefore, in accordance with the mitigation measure, Sapphos will prepare a Historic
Assessment Report to determine if development of the Agency-owned parcels in the Station
District would cause a substantial adverse change in the significance of a historical resource as
defined in Section 15064.5 of the CEQA Guidelines. The initial contract amount was $84,830.10.
The amendment would add an additional $98,942.21 for a total not to exceed amount of
$183,772.31. Sapphos Environmental, Inc. has been working with the City since January 2006 to
comprehensively research and document potential historic structures. The firm has unique
experience with Santa Ana's historic resources and an excellent understanding of the survey
process. Because of this experience, they are also familiar with the requirements of Chapter 30
(Places of Historical and Architectural Significance) of the Santa Ana Municipal Code.
ENVIRONMENTAL COMPLIANCE
The above-described amendment to the agreement with Sapphos Environmental, Inc. is a
continuing administrative activity and has no potential to cause a physical change in the
environment. Therefore, it is not a project as that term is used in CEQA. (Public Resources
Code § 21065; 14 Cal. Code Regs. § 15378.) No further environmental compliance is required at
this time.
FISCAL IMPACT
Funds are available in the Merged Housing Capital Projects Fund account (no. 50718830-66220,
Station District Project Activity 00834001138).
