1. Amend the contract with Safetran Traffic Systems, Inc. for traffic signal cabinet assemblies in
an amount not to exceed $190,000.
2. Amend the contract with Econolite Control Products, Inc. for controllers and software in an
amount not to exceed $480,000.
3. Amend the contract with GDI Communications LLC for internal and rack mount modems in an
amount not to exceed $108,000.
DISCUSSION
The City's traffic signal system consists of a total of 283 traffic signals of which 245 are monitored
and controlled by the Multisonics VMS 330 central traffic signal system which has been in place since
the 1970's. The remaining 38 traffic signals are monitored and controlled by a recently installed
Management Information System for Traffic (MIST). The City is in the process of converting all traffic
signals to the MIST system and due to the size and complexity of the project, the implementation is
divided into eight phases based on geographical areas.
On June 21, 2010, the City Council awarded three contracts to vendors which provided the
necessary equipment to implement the first four phases of the project. A total of 120 traffic signal
controllers and 30 cabinets have been upgraded thus far. The vendors have offered to extend the
same terms and conditions for the purchase of additional equipment needed to implement the
remaining four phases of the {project. Staff recommends the purchase of the equipment to complete
the project.

Funds are available in the Measure M Fund account (accounting unit 03217660-66220), projects
106708, 106709, 106710 and 106711.
