Award a contract to Hillcrest Contracting, the lowest responsible bidder, in accordance with unit bid prices in the estimated amount of $1 ,21 5,538.25 for construction of Bristol/Warner intersection widening_ 2. Approve a Funding Analysis with a total estimated construction cost of $1 ,519,400_ DISCUSSION Bristol Street at Warner Avenue is a part of the Bristol Street Specific Plan to widen from Warner Avenue to 1 7th Street (Exhibit 1 ). Due to congested traffic, this project will provide dual northbound and southbound left turn lanes and a westbound right turn lane. With these improvements, the intersection is expected to improve traffic flow. The Notice Inviting Bids was advertised on January 28 and 31, 2011 and bids were opened on March 3, 2011. A summary of the bid invitations mailed, the bids received, and the bid results follows. A total of five bids were received and all were responsive. The lowest bid was submitted by Hillcrest Contracting for $1 ,215,538.25, which is below the Engineer's estimate of $1 ,500,000. ENVIRONMENTAL IMPACT An Environmental Impact Statement for the Bristol Corridor from Warner Avenue to Memory Lane was approved by the City Council in 1990. In accordance with the California Environmental Quality Act, the recommended action is exempt from further review. Categorical Exemption ER Nos. 201 1 -18 and 201 1 -19 were filed for this project. FISCAL IMPACT The funding analysis shows a total estimated construction cost of $1 ,519,400 for the project (Exhibit 2). DISCUSSION On March 21, 2011, the City Council awarded a contract for the Bristol- Warner Intersection Widening Project to Hillcrest Contracting Inc. in the estimated amount of $1,215,538 plus a 10 percent contingency of $121,553 totaling $1,337,091. The project is 40 percent complete with 79 percent of the contingency exhausted. The major changes that expended the contingency are: the replacement of a 24 -inch corroded storm drain pipe at a cost of $68,000, the relocation and resizing of a precast concrete vault at a cost of $24,231, and the relocation of two back-flow devices at a cost of $3,680. Additionally, there are several major changes outstanding such as a bypass for a broken 16 -inch water valve and the relocation of an existing Metropolitan Water District metering station at an estimated combined cost of $101,500. With the outstanding changes and the unforeseen conditions that are associated with construction of a street widening project and underground utility work, staff recommends increasing the contingency by $250,000. ENVIRONMENTAL IMPACT This is no environmental impact associated with this action. DISCUSSION On March 21 , 201 1 , the City Council awarded a contract for the Bristol- Warner Intersection Widening Project to Hillcrest Contracting Inc_ in the estimated amount of $1,215,538 plus a 1 O percent contingency of $1 21 ,553 totaling $1 ,337,091 . On February 21 , 2012, the City Council approved increasing the contingency by $250,000. The major changes that had expended the original contingency were: the replacement of 120 feet of 24- inch corroded storm drain pipe, the relocation and resizing of a precast concrete vault, and the relocation of an existing Metropolitan Water District metering station. The project is currently 98 percent complete with 99 percent of the contingency exhausted. Due to delays caused by Southern California Edison in relocating their high - voltage transmission poles, the contractor was forced to perform construction operations in multiple stages and install additional safety measures outside of those shown in the contract documents. These safety measures and multiple mobilizations have an estimated cost of $30,000_ With the outstanding changes and the unforeseen conditions that are associated with construction of a street widening project and underground utility work, staff recommends increasing the contingency by an additional $30,000.
