Approve the amendment to the Housing Authority of the City of Santa Ana
Administrative Plan, to allow persons displaced by designated natural
disasters / national emergencies to receive rental assistance under the
Special Admissions policy as requested by the Department of Housing And
Urban Development.
DISCUSSION
Hurricane Katrina caused severe damage in Louisiana, Mississippi, and
Alabama and displaced thousands of families. The U.S. Department of
Housing and Urban Development (HUD) has requested that local housing
authorities provide assistance to those made homeless by the storm, to
the extent resources are available.
The Administrative Plan of the Housing Authority of
(SAHA) establishes policies consistent with HUD r
goals and objectives. As part of the Plan, the
preferences for Housing Choice Vouchers. To carry

Although all recommended actions of the Housing Authority of the City of
Santa Ana are first reviewed and acted upon by the Redevelopment and
Housing Commission, in this case there is insufficient time to process
this request though standard procedure. Therefore, this action of the
Housing Authority will be declared as an emergency matter as required by
state and federal regulations as defined in the Health and Safety Code
Section 34292.
FISCAL IMPACT
Funds are available in the Assisted Housing Payments to Sub - agents
account (account no. 140 --133- 5931).
