HomeMy WebLinkAbout2007-11• RESOLUTION NO. 2007-011 A RESOLUTION OF COMMISSION OF THE C THE CERTIFICATE OF PROPERTY LOCATED (HISTORIC EXTERIOR NO. 2007-01) KO-2/22/07 THE HISTORIC RESOURCES :ITY OF SANTA ANA APPROVING APPROPRIATENESS FOR THE AT 518 NORTH BROADWAY MODIFICATION APPLICATION BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic Resources Commission of the City of Santa Ana hereby finds, determines and declares as follows: A. The applicant is requesting approval of Historic Exterior Modification Application No. 2007-01 to install a second automated teller machine (ATM) to the exterior/rear of the structure located at 518 North Broadway. B. This commercial structure is historically known as the Smith Tuthill Funeral Parlor and was built in 1885 as a single family home, but from 1910 through 1977, it was used as a funeral home. It was renovated in 1978 for use as a bank. The property was placed on the Santa Ana Register of Historical Properties as Landmark in 2000. C. The proposed modifications to the exterior of the structure will not be readily visible from the right-of-way, and are meant to augment its adaptive reuse as a bank facility. D. Pursuant to Santa Ana Municipal Code section 30-6, the Historic Resources Commission reviewed the application for approval of exterior modifications for the historic Smith Tuthill Funeral Parlor (Historic Exterior Modification Application No. 2007-01 ). E. Since the property is listed on the Santa Ana Register of Historical Properties, all exterior modifications are required to meet the Secretary of the Interior's Standards for Rehabilitation. 1. The project meets these nationally accepted standards in that structural repairs will be undertaken in the most sensitive way, so as to cause the least damage to surrounding historic materials thereby meeting Standard Number Nine. 2. Additionally, the work being done is proposed in an area that is not original to the building, but was constructed to allow for adaptive • reuse of the building which is encouraged by City policy, and meets Standard Number One. Resolution No. 2007-011 Page 1 of 3 n U 3. Character-defining features will maintain their architectural integrity. F. In accordance with the California Environmental Quality Act, the recommended action is exempt from. further review. Pursuant to Section 15331, which allows for rehabilitation of a historic resources that meets the Secretary of the Interior's Standards. A Notice of Exemption will be filed for this project. Section 2: The Historic Resources Commission of the City of Santa Ana hereby approves the Certificate of Appropriateness for the Smith Tuthill Funeral Parlor, located at 518 North Broadway. This decision is based upon, the complete record presented to the Historic Resources Commission, including all public testimony, and the staff report and exhibits. Section 3. This Resolution shall take effect immediately upon its adoption by the Historic Resources Commission, and the Commission Secretary shall attest to and certify the vote adopting this Resolution.
