COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION
Recommended that the Housing Authority:
1. Approve and submit the fiscal year 2004-2005 Annual Plan to the
United States Department of Housing and Urban Development.
2. Approve revisions to the Administrative Plan.
By a vote of 6:0 (Rodriguez absent) at its Regular Meeting of February
1'7, 2004.
DISCUSSION
The U.S. Department of Housing and Urban Development (HUD) requires
housing authorities that administer a Section 8 Rental Assistance program
to have an Annual Plan and an Administrative Plan. The purpose of the
Housing Authority's Annual Plan is to advise HUD, program participants
and members of the public of its mission and strategy to serve the needs
of very low-income families. The purpose of the Administrative Plan is
to describe the Authority's policies and procedures.

The fiscal year 2004-2005 Annual Plan (Exhibit 1) provides detailed
information about the current operations of the Housing Authority,
including programs, participants, services far the upcoming year, and any
operational or tenant concerns. The Authority is required to review its
existing operations and needs on a yearly basis with input from a Tenant
Advisory Committee comprised of Section S participants. The Tenant
Advisory Committee met on January 31, 2004 to review the Plan for fiscal
year 2004-2005. Pursuant to the HUD regulations, all comments from the
January 31 committee meeting will be incorporated into the Annual Plan.
The Administrative Plan serves as supporting documentation for the Annual
Plan. The Authority`s Administrative Plan (Exhibit 2) was last revised
an April 7, 2003. The Administrative Plan must be revised to ensure
compliance with regulatory changes made by HUD and policy and procedure
changes proposed by the Authority. Any changes to the Plan have been
highlighted for your information and review.
HUD regulations require a 45-day comment period. On December 31, 2003
notification was published that the draft plans were available for
review. The public comment period ended February 17, 2004. All comments
received will be included in the final documents submitted to HUD.
FISCAL IMPACT
There is no fiscal impact associated with this action.
