C. SITE PLAN REVIEW NO. 2011-02
To allow Commonwealth to remodel a vacant auto dealership located within the
Santa Ana Auto Mall at 1350 South Auto Mall in the Specific Development No. 60
(SD-60) zoning district.
RECOMMENDATION:
• Adopt a resolution approving Site Plan Review No. 2011-02 as conditioned.
Principal Planner Vince Fregoso presented the staff report and recommendation.

Principal Planner Vince Fregoso introduced Cindy Krebs, transportation
consultant for the City, who gave an overview of the components of the Santa
Ana Regional Transportation Center (SARTC) Master Plan, the Fixed Guideway
Project and the Santa Ana Boulevard Grade Separation. Ms. Krebs announced
that a public workshop was scheduled for May 4, 2011. Ms. Krebs introduced
David Chow, Principal with IBI Group, who discussed in detail the vision at the
train station, focusing on the multi modal corridor and collaborative partnerships
with the City, County of Orange, Caltrans, OCTA and potential developers for the
20-acre site.
Commission discussion ensued regarding the ground level for buses and its
circulation, potential development at current site and expansion onto the
adjoining county property that would embrace the future and neighborhood
needs. Also under discussion was the available funding from the partnerships.

George Collins suggested viewing the Alexander Plaza in Berlin as an example
of a multi-mode transportation project. He filmed the Planning Commission
hearing on March 28, 2011 which is available for the Commission to view on
YouTube.

Commissioner Acosta
Requested an update on the Friends of Lacy litigation. Executive Director
Trevino indicated the matter is still in litigation.

4. EXCUSE OF ABSENCES,
Commissioner Acosta moved to excuse the absence of Commissioner Gartner;
motion was seconded by Commissioner Mill and unanimously approved by the
Commission by a vote of 6:0.
