CALL TO ORDER CHAIRPERSON PULIDO COMMUNITY REDEVELOPMENT AGENCY BOARD MEMBERS ALVAREZ, BENAVIDES, BUSTAMANTE, MARTINEZ, TINAJERO, SARMIENTO CITY MANAGER, GENERAL COUNSEL, EXECUTIVE DIRECTOR, RECORDING SECRETARY PUBLIC COMMENT ON AGENDA ITEMS AND ITEMS OF PUBLIC INTEREST The Cily Council will convene a joint session with the Community Redevelopment Agency (CRA) to receive public commends regarding any agenda items or items of public interest within the jurisdiction of the CRA. All requests to speak shall be submitted in writing by submitting a speaker card to the Clerk of the Council. Requests to sneak shall not be accepted after the public comment session begins without rmission of the presiding officer. Recommended Action: Approve staff recommendations on the following Consent Calendar items. MINUTES Recommended Action: Approve Minutes. (Item 1.) REGULAR MEETING OF MAY 4, 2009 MISCELLANEOUS ADMINISTRATION 2. EXCUSED "' END OF CONSENT CALENDAR "' CRA AGENDA 3 MAY 18, 2009 PUBLIC HEARING 3. PUBLIC HEARING - AMENDMENT OF DOWNTOWN MANAGEMENT DISTRICT PLAN, MANAGEMENT AGREEMENT WITH DOWNTOWN INC., AND LOAN AGREEMENT MODIFICATION OF DOWNTOWN MANAGEMENT DISTRICT PLAN Legal Notice published in the Orange County Reporter on May 8 and May 15, 2009. Recommended Action: CITY COUNCIL 1. Adopt a resolution amending the Management District Plan for the Downtown Santa Ana Community Management District; 2. Authorize the City Manager and Clerk of the Council to execute the attached management agreement with Downtown Inc. for the management and implementation of Community Management District funds for a five year period ending December 31, 2014, subject to non-substantive changes approved by the City Manager and City Attorney; 3. Authorize the City Manager and Clerk of the Council to execute the attached loan agreement with Downtown Inc. and the City of Santa Ana, subject to non-substantive changes approved by the City Manager and City Attorney. Authorize the Executive Director and Agency Secretary to execute the attached loan agreement with Downtown Inc. and the Community Redevelopment Agency, subject to non-substantive changes approved by the Executive Director and Agency General Counsel. 4. COMMUNITY REDEVELOPMENT AGENCY BOARDMEMBER COMMENTS AT THIS TIME Community Redevelopment Agency board members may comment on non-agenda matters and ask questions of or give directions to staff.
