REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION 1. Recea.ve public comment on the Housing Authority Annual Plan. 2. Recommend that the Housing Authority approve and submit the plan to the Department of Housing & Urban Development. By a vote of 7:0 at its Regular Meeting of April 3, 2001. DISCUSSION On February 18, 1999 the Department of Housing & Urban Development (HUD) published an interim rule implementing Section 511 of the Quality Housing & Work Responsibility Act of 1998. Section 511 instituted a requirement for public housing agencies to prepare a Five-Year Plan and an Annual Plan. 1n April of 2000 the Authority submitted both plans to HUD. Through these plans the Housing Authority of the City of Santa Ana (SARA) will advise HUD, its program participants and members of the public of its mission and strategy to serve the needs of very low-income families. The Annual Plan {Exhibit 1) provides detailed information about the current operations of the SARA, program participants, programs and services for the upcoming year, as well as any operational or tenant concerns. Housing Authority Annual Plan April 16, 2001 Page 2 The enactment of Section 51.1 requires that the Housing Authority review its existing operations and needs on a yearly basis and develop a Tenant Advisory Board comprised of Section 8 participants. The Tenant Advisory Board met in August 2000 and January 2001 to provide input on a survey distributed to all Section 8 participants and 400 applicants. The complete results of the survey as well as other comments from the Tenant Advisory Committee are included in the Annual Plan. The most common areas of interest as indicated on the survey were the need for additional information on home ownership, job opportunities and assistance with utility payments. The survey results were used to develop this year's objectives for the SARA. FISCAL IMPACT There is no fiscal impact associated with this action. J n P.
