DzscusszoN On February 18, 1999 the Department of Housing & Urban Development (HUD} published an interim rule implementing Section 511 of the Quality Housing & Work Responsibility Act of 1998. Section 511 introduced the requirement for public housing agencies to prepare a Five-Year Plan and an Annual Plan (attached as Exhibit 1}. Through these plans the Santa Ana Housing Authority will. advise HUD, its program participants, and members of the public of its mission and strategy to serve the needs of very-low-income families. The Five-Year Plan describes the Housing Authority's mission, goals and objectives over the next five years. The Annual Plan provides detail about the Housing Authority's current operations, program participants, programs and services for the upcoming year as well as any operational or tenant concerns. Both planning documents (the Five-Year and the Annual Plan) require the Housing Authority to review its existing operations and needs. As part of this process, the Housing Authority is mandated to develop a Tenant Advisory Board. The function of this Board is to assist the Housing Authority in evaluating the needs of program participants as well as make comments to the Five-Year and Annual Plans. t~ Housing Authority 5-Year and Annual Plans April 3, 2000 Page 2 In January of this year the Housing Authority sent a survey to all of the current program participants in order to assess their needs. Of those surveyed, 157 families indicated interest in attending the informational meeting on Saturday, February 12. The survey also invited participation on the Tenant Advisory Board which will have its first meeting on February 28, This survey and a summary of the data, as well as all comments received, are included in the Annual. Plan. The Public Housing Authority plan concept is based on the consolidated planning process currently used for HUD's community planning and development program. To the extent practical, the Annual Plan will eventually consolidate all of the Housing Authority's information that is required to be submitted under HUD's existing planning and reporting requirements.
