Approve the revision to the Administrative Plan,.
REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION
Recommend that the Housing Authority approve the revision to the
Administrative Plan by a vote of 6:0 (Covington and Lewis absent).
DISCUSSION
The U.S. Department of Housing anal Urban. Development (HUD) requires
Housing Authorities that administer a Section 8 Rental Assistance Program
to have an Administrative Plan. The purpose of the plan is to describe
the Authority's policies and procedures.
With the enactment of the Quality Housing and Work Responsibility Act of
x.998, it is necessary for the Authority to make revisions to its
Administrative Plan as follows:
• The Family Self-Sufficiency Program is no longer mandated for
continued funding.
A Housing Authority Five-Year and Annual Plan is required.
Income targeting requires that "75 percent of all new admissions must
be at 30 percent or below the median income.
• The repeal of the federal preferences and the authorization to
establish local preferences.
• The merger of the Certa.ficate and Voucher programs to Housing Choice
Voucher Program.

The Housing Authority Administrative Plan also serves as supporting
documentation for the Five-Year and Annual Plans.
FISCAL IMPACT
There is no fiscal impact associated with this action.
