Contract for Housing Assistance Payments for the Secta.on 8 New Construction Program CA16--8023-054 (Santa Ana Towers Project}. DISCUSSION In November of 1977 the Santa Ana Housing Authority adopted resolution 77-6 which implemented the Section 8 Housing Assistance Payments Program and Housing Assistance Payment Contract for the private owner of the Santa Ana Towers located at 401 W. First Street. The project has continued to operate an interim renewals as a 199-unit rental project specifically designed for elderly, handicapped, or disabled persons. The Department of Housing and Urban Development (HUD) notified us that on November 2, 1998 the Housing Assistance Payments Contract expired and the project has been authorized on a month-to-month basis by HUD since that date. HUD has now provided a renewal contract which will authorize payments to the Santa Ana Towers until April 30, 1999, at which time the owners of the Santa Ana Towers will have to decide whether or not to continue with the Section 8 New Construction Program. Although all recommended actions of the Santa Ana Housing Authority are first reviewed and acted upon by the Redevelopment and Housing Commission, in this case, HUD has not afforded the Housing Authority sufficient time to process this request by standard procedures. Therefore, the action of the Authority will be processed as an emergency action as required by federal regulations. ~,.~[1 ~ c~..._...._ ylSSau--~/ ~ lytJ~ Contract for Housing Assistance Payments CA16-8023-054 March 1, 1999 Page 2 The Authority declares this to be an emergency matter under Health and Safety Code Section 334292 in order for the Housing Authority to take action prior to the interruption of assistance to the residents of the Santa Ana Towers. The Santa Ana Towers remains a valuable source of affordable housing for Santa Ana seniors and disabled persons. The only alternative considered is to execute the contract with HUD providing for the continuum of rental assistance payments for the benefit of the eligible seniors and handicapped persons currently residing at the Santa Ana Towers.
