Approve the submission of an application to the U.S. Department of Housing and Urban Development for 20 additional Section 8 housing vouchers in connection with the Family Unification Program. 2. Adopt a resolution accepting the 20 Family Unification Vouchers and authorize the Chairman and the Executive Director of the Housing Authority to execute all required documents on behalf of the Authority. REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION Recommend that the Housing Authority: 1. Approve the submission of an application to the U.S. Department of Housing and Urban Development for 20 additional Section 8 housing vouchers in connection with the Family Unification Program. 2. Adopt a resal.ution accepting the 20 Family Unification Vouchers and authorize the Chairman and the Executive Director of the Housing Authority to execute all required documents on behalf of the Authority. By a vote of 7:0 (Simons absent). DISCUSSION The Santa Ana Housing Authority has received notice from the Department of Housing and Urban Development (HUD) that additional Section 8 vouchers under the Family Unification Program are available. The Hauling q .Application to HUD for Additional Housing Vouchers June 7, 1999 Page 2 Authority may be awarded the 20 additional Section 8 vouchers based on a national competition and on verification of demonstrated need for such assistance. After approval, the vouchers wall be available to assist additional law-income families with their rent under the Family Unification Program. The Family Unification Program helps to prevent the unnecessary separation of children from their families due to lack of adequate housing. Section 8 rental assistance wall be provided to families who meet the eligibility criteria and whose children are at risk of placement in out-of-home care, or are being delayed in returning from care because of homelessness or severe housing problems. ~f the application is not submitted, the Caty of Santa Ana Housing Authority will not have an opportunity to receive the additional housing vouchers and will not be able to expand the City's housing vouchers available for the Family Unification Program. FISCAL IMPACT By submitting this application, the Santa Ana Housing Authority wi7.l be eligible to receive additional funds in the account for the Housing Voucher Program (account no. 140-01--5350} In addition to program fund dollars, the Housing Authority will receive funds to cover administrative costs.
