COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At its Regular Meeting of November 1, 2011, by a vote of 6:0 (Morfin absent), the Community Redevelopment and Housing Commission recommended that the Hauling Authority receive and file the Quarterly Report for Hauling Choice Voucher Program: July 2011 _ September 201'1. DISCUSSION The July 2011 -September 2011 quarterly status report for the Housing Choice Voucher (HCV) Rental Assistance Program provides statistics for the day-to-day activities of the Santa Ana Housing Authority. The report is divided into three sections: Waiting List, Participants, and Production. Waitin List As of September 30, 2011, there were 3,282 individuals/families on the waiting list. The waiting list last opened October 1, 2007 and closed November 30, 2007. Charts 1 and 2 depict the characteristics of those currently on the waiting list. °~~ 4` ,RSA Quarterly Report for Housing Choice Voucher Program: July 2011 -September 2011 November 7, 2011 Page 2 Chart 1 illustrates the percentage of those on the waiting list wha work or live in Santa Ana. These applicants are given a preference an the list. Work in Sang Ana ~ a~ Ana 46 Chart 2 illustrates the number of applicants by total household size. The majority of families on the waiting list consist of only one or two members. Nearly half of all applicants (1,569 of 3,282; or 48%) have ane ortwo-member households and would qualify fora 1-bedroom voucher. Chart 3 illustrates participating families, sorted by number of family members. Nearly three-fourths (73%) of families receiving assistance have three or fewer members. The family type of program participants is illustrated in Chart 4. Over half (58%) of participating other households have elderly andlor disabled members. 1°% "other" consists of households that are non-elderly, non-disabled, with no minor children. Chart 5 depicts participants by percentage of Orange County median income. As of March 2011, the County's median income was $84,200. Nearly three-quarters (73%) of families on the program earn less than 30% of the median income, which is $25,250 per year for a family of four. rsons 22% Disabled 17% 5. Nearly half (46%) of participating families have employment income. 7Q~° 6°% Participating families pay a portion of their monthly ~0p° rent based upon their income and the payment 40~ 30 standard for their unit. The Housing Authority pays zo% the difference between the tenant portion and the 1°i° contract rent. This payment is the Housing oi° Assistance Payment (HAP). The average HAP fior July through September 2011 was $895. Production HQS Ins ections Each assisted unit must be inspected at least 140 annually to ensure it meets the Housing Quality Standards (HQS) in compliance with 1zo fiederal guidelines. In addition, when a ~°° participant's income changes, an interim Zsa examination must be performed. During the Zoo reporting period, a total of 861 re- i5o certificationslinterimstyere conducted. Monthly 1°° totals since July 2011 are shown in Chart 8. 5° 0 Other Change of Unit S. Re~exams & [nterims These actions are made when a family moves to a different rental unit. Seventeen other change of unit actions were processed during the reporting period. FISCAL IMPACT There is no fiscal impact associated with this action.
