COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION
At its Regular Meeting of November 1, 2011, by a vote of 6:0 (Morfin absent), the Community
Redevelopment and Housing Commission recommended that the Hauling Authority receive and
file the Quarterly Report for Hauling Choice Voucher Program: July 2011 _ September 201'1.
DISCUSSION
The July 2011 -September 2011 quarterly status report for the Housing Choice Voucher (HCV)
Rental Assistance Program provides statistics for the day-to-day activities of the Santa Ana
Housing Authority. The report is divided into three sections: Waiting List, Participants, and
Production.
Waitin List
As of September 30, 2011, there were 3,282 individuals/families on the waiting list. The waiting list
last opened October 1, 2007 and closed November 30, 2007. Charts 1 and 2 depict the
characteristics of those currently on the waiting list.

At the end of the reporting period, there were 2,547
households receiving rental assistance from the
Housing Authority.
Chart 3 illustrates participating families, sorted by
number of family members. Nearly three-fourths
(73%) of families receiving assistance have three or
fewer members.
The family type of program participants is illustrated
in Chart 4. Over half (58%) of participating other
households have elderly andlor disabled members. 1°%
"other" consists of households that are non-elderly,
non-disabled, with no minor children.
Chart 5 depicts participants by percentage of
Orange County median income. As of March
2011, the County's median income was $84,200.
Nearly three-quarters (73%) of families on the
program earn less than 30% of the median
income, which is $25,250 per year for a family of
four.

Participants' incomes come from a variety of
sources, as illustrated in Chart 6. Nearly half (46%)
of participating families have employment income. 7Q~°

Participating families pay a portion of their monthly ~0p°
rent based upon their income and the payment 40~

standard for their unit. The Housing Authority pays zo%
the difference between the tenant portion and the 1°i°
contract rent. This payment is the Housing oi°
Assistance Payment (HAP).
The average HAP fior July through September 2011
was $895.
Production
HQS Ins ections
Each assisted unit must be inspected at least 140
annually to ensure it meets the Housing
Quality Standards (HQS) in compliance with 1zo
fiederal guidelines. Prom July to September, 100
a total of 338 inspections were performed.

Re-certifications 1 Interims
Each year, the Housing Authority must re-certify 3~0
each participating family to ensure compliance
with program eligibility. In addition, when a ~°°
participant's income changes, an interim Zsa
examination must be performed. During the Zoo

These actions are made when a family moves to a different rental unit. Seventeen other change of
unit actions were processed during the reporting period.

There is no fiscal impact associated with this action.
