DISCUSSION The Seventeenth Street Triangle Is a County awned parcel of undeveloped land along the east side of the Santa Ana River, nodh o(Sevenfeenih Sireef (Ezhibll 1j. A lease agreement was approved in 2010 between the City and the Coun[y of Orange for the land and the improvements for the proposed project. The Santa Ana River Vision Plan, which was adapted by the City Council on August 7, 2006, identified Phis area as an oppodunity to enhance trail access to Edna Parkas well as habitat restoration, Interpretive information and scenic improvement to trail users. The proposed project includes landscaping with native plants, irrigation utilizing reclaimed water and rail'mg. Add Rlternate Two provides for a viewing leek and site furnishings. The improvements will provide a space far trail users to res! as well as view the ezisling habitat area. The project is funded with a Sfafe o(Callfomia California Rivers Parkway Program: Proposition 50 Grant, which provides funding (or the restoration and development of river parkways in accordance v�lh the Cali(omia Rivers Parkway Act of 2004. The Notice Inviting Bids was ativedised on September 22 and 23, 2011 and bids were opened on November 2, 2011. A summary o(ihe hid invitations mailed, the bids received, and the bid results follows. ConfractAwartl far Seventeenth Street Triangle November 28, 2011 Page 2 Santa Ana Contractors receiving notices 14 Contractors requesting bidding documents: 15 Bids received: 5 Bids received from Santa Ana Contractors: 1 While the Ciry made outreach efforts to Santa Ana contractors regarding the Notice Inviting Bids, only three requested plans, and only one submitted a bid as a prime conlractor All plan holders were Telephoned on November 2, 2011 to verily receipt of Addenda and fo inquire about their intention to bid. One Santa Rna firm indicated they did not perform the type of work required and the second firm could not be reached. Aramezz Constmclion Chino Hills $108,212 A total of fve bids were received and all were responsive The bidding documents require that the lowest responsible bidder be determined based on the lowest base bid plus Add Alternate One. The lowest bid was suhmitted by Greenland Constmcl'mn, Inc. for $72,497, which is below the Engineers estimate of $89,480. However, due to competitiveness of fhebids, the Ci[y is able to award Add Allemale Two, which includes a viewing deck and wood railing in addition to a wrought iron fence as outlined in Add Rllernate One. Add Alternate Two is completely within the allocated grant amount. The amount to be awarded will include the base bid plus Rdd Allemale Two in the total amount of $140,140. ENVIRONMENTAL IMPACT Environmental Review #ER - 06.170 has been completed and a Negative Declaration has been filed pursuant to the Calpomia Environmental Quality Act. FISCAL IMPACT The funding analysis shows a total estimated construction cost of $196,900 far the project (Ezhibit 2j. Funds are available in the Stale Resources Agency Grant Fund (1611326266220) and the Park Acquisition and Development Fund (3111326066220.
