COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) No disclosures were made. Planning Commission Minutes Page 1 of 2 July 23, 2012 WORK STUDY SESSION C. DISCUSSION OF SB 2 EMERGENCY SHELTER AND TRANSITIONAL HOUSING ORDINANCE Associate Planner Melanie McCann provided presentation on Senate Bill 2 — Planning for Emergency Shelters. The changes created by SB 2 require cities to adopt zoning that allows for the siting of emergency shelters, transitional housing and supportive housing. ' Commissioners Mill and Turner inquired about the proposal to convert the OCTA bus depot along Santa Ana Blvd. into a homeless services center. Mr. Trevino indicated that, while that proposal wasn't currently being pursued, that the City has been in ongoing discussions with the County to find ways to allow for the coordinated provision of services to the homeless in the Civic Center area. Commissioner Nalle discussed the appropriateness of placing homeless shelters in land zoned for Industrial uses. Planning Manager Haluza indicated that Industrial and Commercial areas were being considered, but that no specific properties had been identified and that further study would be needed. 1. PUBLIC COMMENTS (on non -agenda items) Daisy Gonzalez, representing The Kennedy Commission, expressed her interest in the City's efforts to establish new zoning to be compliant with SB2. 2. STAFF COMMENTS Planning Manager Haluza announced that staff would be making a presentation to the City Council Public Safety Committee on July 24, 2012 to discuss the progress made to date on potential revisions to the City's alcohol sales and entertainment regulations. 3. PLANNING COMMISSION MEMBER COMMENTS No Comments 4. EXCUSE OF ABSENCES Commissioner Mill moved to excuse the absences of Chairman Alderete and Commissioner Yrarrazaval.
