RECOMMENDED ACTION
Award a contract to Green Giant Landscape, Inc. the lowest responsible bidder, in accordance
with unit bid prices for estimated amount of $151,104, for construction of Centennial Park
Waterfowl Sanctuary and Thornton Park Wetlands Restoration (Cienega de las Ranas).
2. Approve a Funding Analysis with a total estimated construction cost of $196,360
3. Approve an Appropriation Adjustment recognizing $172,064 in the Parks Acquisition &
Development Fund (accounting unit 31413002-50001) and appropriating this amount as
matching funds for the Centennial Park Waterfowl Sanctuary and Thornton Park Wetlands
Restoration projects (accounting unit 31413260-66220).
DISCUSSION
The Centennial Park Waterfowl Sanctuary Project is a habitat restoration project on the peninsula
along the north side of the lake in Centennial Park (Exhibit 1). The waterfowl habitat
improvements will recreate ecological conditions conducive to the nesting of waterfowl currently at
the site. The project also includes a new decomposed granite trail, passive seating, interpretive
graphics, automatic irrigation system modifications and riparian planting.
The Thornton Park Wetlands Restoration Project is Phase II of the Cienega de las Ranas
improvements, an effort to recreate the historic ecological conditions of the site (Exhibit 1). The
project will enhance the freshwater marsh habitat east of the lake, and connect the flood control
channel to the lake with a band of native wetland and riparian planting. As part of this project, the
nonnative exotic grasses will be removed. Native plants, as well as plant and wildlife interpretive
signage will also be installed. Once completed, both projects will raise native habitat awareness
and enhance the aesthetics of these parks.

Both projects are funded by the Habitat Conservation Fund Program which was established under
the California Wildlife Protection Act of 1990 and provides grant funds for enhancement and
restoration of riparian habitats throughout the State.
The Notice Inviting Bids was advertised on July 5 and 6, 2012 and bids were opened on July 25,
2012. A summary of the bid invitations mailed, the bids received, and the bid results follows.

The Engineer's estimate was $168,200. A total of seven bids were received and all were
responsive. STL Landscape, Inc. submitted a written request to withdraw their bid prior to the bid-
opening hour, as stipulated in the Notice Inviting Bids. The lowest bid was submitted by Green
Giant Landscape, Inc. for $151,104.
ENVIRONMENTAL IMPACT
Environmental Review Nos. 2006-146 and 2006-153 has been completed and a Notice of
Exemption filed pursuant to the California Environmental Quality Act.
FISCAL IMPACT
The funding analysis shows a total estimated construction cost of $196,360 for the project
(Exhibit 2). Funds are available in the State Habitat Conservation Fund (accounting unit
16913262-66220). The appropriation adjustment will recognize $172,064 in the Parks Acquisition
& Development Fund (accounting unit 31413002-50001) and appropriate this amount as matching
funds (accounting unit 31413260-66220) for the projects.
