RECOMMENDED ACTION Authorize the Executive Director of the Housing Authority to implement the Family Self-Sufficiency grant from the Department of Housing and Urban Development in an amount not to exceed $69,000, subject to non-substantive changes approved by the Executive Director and Authority General Counsel. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At its regular meeting of November 6, 2012, by a vote of 6:0, (Morfin absent), the Community Redevelopment and Housing Commission recommended that the Housing Authority authorize the Executive Director of the Housing Authority to implement the Family Self-Sufficiency grant from the Department of Housing and Urban Development in an amount not to exceed $69,000, subject to non-substantive changes approved by the Executive Director and Authority General Counsel. DISCUSSION The Housing Authority has been selected to receive $69,000 for Fiscal Year 2012 to support the Housing Choice Voucher Family Self-Sufficiency grant program. The Family Self-Sufficiency (FSS) program made available from the Department of Housing and Urban Development (HUD), was established in 1990 by the National Affordable Housing Act. The program encourages communities to develop strategies to help families participating in the voucher program to obtain employment that will lead to economic independence and self sufficiency. It directs Public Housing Authorities to use Section 8 assistance under the Housing Choice Voucher Program and to work with welfare organizations, schools, businesses, and other local partners to develop a comprehensive program that gives participating families the skills and experience necessary to obtain employment that pays a living wage. The Santa Ana Housing Authority (SAHA) offers this voluntary FSS program to all Section 8 voucher participants. Some of the program services may include: child care, transportation, Resolution -Multi-Family Housing Revenue Bonds December 3, 2012 Page 2 education, household skill training, job training and employment counseling, substance/alcohol abuse treatment counseling or treatment and homeownership counseling. As part of this program, an interest-bearing escrow account is established by the SARA for each FSS participating household. Escrow credit is based on increases in earned household income and credited to this account by the SARA during the five-year term of the FSS contract. If a participating family completes the contract and no household member is receiving cash welfare assistance, the amount of the FSS account is paid to the head of household. The SAHA has managed the Self Sufficiency program since 1995. Currently, there are 2,658 active voucher participants under the Housing Choice Voucher Program. Forty three individuals participate in the FSS program. Although the SAHA manages the FSS program, it has established public and private partnerships with the following organizations to ensure that FSS participants are successful: Centennial Education Center- Rancho Santiago Community College Neighborhood Housing Services of Orange County Consumer Credit Counseling Services of Orange County Women Helping Women CaIWORKS -Orange County Social Services Agency Transitional Child Care-Orange County Social Services Agency Education Training Program -Orange County Social Services Agency One-Stop Partners at WORK Center -Workforce Investment Board and Santa Ana College. The Santa Ana WORK Center established by the Workforce Investment Board serves as an excellent referral for FSS participants seeking career testing, job training and placement services. If your agency would prefer a different effective date, it cannot be a date prior to October 1, 2012, or later than January 1, 2013, without approval from the Department. The term for these awards will be 12 months. You must confirm in writing the effective date your agency requires. Please submit a written request to your FMC Financial Analyst no later than October 15, 2012.
