I am unable to attend this evening's council meeting. Allow me to provide some short comments pertaining to the recommended action and it's "Discussion" aspect of staff report to Council. While I am not certain at this time - at tonite's public meeting - It is necessary for the City Council to receive a full report by City staff on the status of the project itself. This request is being submitted as an assist to the City as it goes foward in completing the project. First, I must state that yes I do favor and would support the request to the OCTA Board of Directors for the extension. You do have to be careful in how the reasons for this request is being presented --- you must do your best to provide factual reason; so as to have have these things 'bite you in the back" at a later time. Paragraph 3 under "Discussion", it is noted that as it relates to the project, staff "has made a diligent effort to negotiate and complete these acquisitions (properties) to meet the funding timeline." It continues " "staff has continued to negotiate in good faith, but an impasse was reached on several properties." As you are more privy to the details than I am --- a) the Gallegos property, they are asking $10 million; the City has offered $4 million; b) the Hernandez property, we are asking $1.2 million, the City has offered $530,000; c) the Cole property, they are asking $1.3 million, City has offered $800,00. The City of Santa Ana staff personnel will continue to provide the City Council with "answers" that they are working diligently and are doing 1 so with good faith efforts. It would be prudent for the City Council to REQUEST of staff -- what exactly has been their diligent efforts and good faith efforts in securing the properties. To have staff enumerate the steps that have been taken by staff as well as OPC -- it is only this way that the Council can determine how efficient things have been done.
