RECOMMENDED ACTION
1. Award a contract to the lowest responsible bidder, Atlas-Allied, Inc., in accordance with the
Base Bid in the amount of $258,760 for the construction of Parton Street sewer main
improvements.
2. Approve the Cost Analysis for a total estimated project delivery cost of $323,400 as shown in
Exhibit 1.
DISCUSSION
This project consists of replacing the old, deteriorated, and undersized sewer main located under
Parton Street between 10th Street and Washington Avenue as shown in Exhibit 2. The
improvements include installing a new sewer main, sewer laterals, manholes, and appurtenances.
Once completed, the sewer main breaks and blockages associated with older and deteriorated
systems will be eliminated, and the flow capacity will be increased, which would significantly
reduce the chance of future sewer overflows.
A Notice Inviting Bids was advertised on January 11 and 14, 2013, and bids were opened on
January 29, 2013. The following is a summary of the bid invitations mailed, bids received, and bid
results:

A total of 7 bids were received and all were deemed responsive. The bid results and the lowest
responsive bid by Atlas-Allied, Inc., in the amount of $258,760 is significantly lower than the
Engineer's Estimate of $339,500. Therefore staff recommends awarding the contract and
proceeding with construction.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, the proposed project is exempt from
further review. Categorical Exemption Environmental Review No. 2012-56 has been filed for this
project.
FISCAL IMPACT
A project cost analysis shown in Exhibit 1 determines that the total funds needed to deliver the
project, which includes construction administration, inspection, testing, and contingencies, is
approximately $323,400. Funding is available to cover those costs in the Sewer Services Capital
Project account (No. 05617640-66220), Project No. 126418.
