COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDI2ED PROJECTS) None PLANNING COMMISSION MINUTES 1 MARCH 25, 2013 WORK STUQY SESSION Items Taken Out of Agenda Order D. PREVIEW OF CITY VENTURES ROW HOUSING PROJECTS ON FIFTH STREET Associate Planner Ann Ni noted the proposed project, located at the old Cal-Va Dairy drive thru site at 4226 West Fifth Street, is currently in site plan review. City ' Ventures is proposing a new 28-unit detached housing development and the property has Al zoning definition and the general plan is low-medium residential which allows up to 11 dwelling units per acre. Ms. Ni then introduced Kim Prijatel from City Ventures. Ms. Prijatel provided background information on City Ventures, noted previous and upcoming projects which include the Santa Ana lofts, and noted they meet or exceed green building and LEED (Leadership in Energy and Environmental Design) standards. Ms. Prijatel noted the proposed project on Fifth Street is primarily surrounded by residential, it consists of 28-detached condominium units with a private yard, with the majority 3-4 bedrooms and range between 1800 to 2000 square feet. The project is located in a gated community, has a landscaped area, and the project meets the low-medium residential general plan requirement and will require a change in the zoning to specific development. City Ventures submitted an application in January and received comments. Revisions were made to the project and came back to the Planning Commission to obtain feedback. Planning Manager Karen Haluza noted the zoning and general plan are inconsistent and will be creating a specific development for the project in order to bring in ' conformance the zoning with the general plan, noted development standards will be developed, and discussed the other smaller courtyard detached projects and amenities. Chairman Alderete asked the average size of liveable space. Ms. Prijatel answered Plan 1 is 1510 square feet, Plan 2 - 1820 square feet and Plan 3 - 2100 square feet with a 400 square foot garage. Commission discussion ensued on the pedestrian walkways and sidewalks, the gated entrance, amount of parking, width of the alleyways, units allotted for moderate income households, traffic study, courtyard areas and setback requirements. C. UPDATE ON TOWN AND COUNTRY PLAZA SENIOR HOUSING PROJECT AT 555 EAST MEMORY LANE Principal Planner Vince Fregoso provided an update on the proposed high-rise tower for the Town and Country Manor located at the northeast corner of Memory Lane and Lawson Way, and introduced Town and Country Team, Steve Lazarian and Doug Pancake. Mr. Fregoso noted comments were received from the Commission at a previous study session in September 2011 and modifications were then made. Modifications made to the project were the number or floors reduced from 11 stories to 8 stories and modifications made to the architectural design. The project requires three entitlements which include the process of completing the environmental impact report, a general plan amendment and zone change and is anticipated to come before the Commission later this year. Mr. Fregoso introduced Steve Lazarian, the consultant for Town & Country Manor. Mr. Lazarian reviewed the modifications made to the proposed project which is a 166-unit senior/ pre-senior for-rent housing assisted living development which is part of an existing complex. The building has a 3-story subterranean parking structure with ingress and egress located off of Lawson Way and Memory Lane, described the building amenities which include multiple dining venues, health and fitness programs and art studio space, adding they are a Christian based provider. Commissioner discussion ensued on a shadow study, traffic pattern, proposed general plan amendment and zone changes, similar projects nearby and the ' changes in continuing care retirement communities. CONDITIONAL USE PERMIT NO. 2013-01 (Remanded to Planning Commission by Zoning Administrator on March 6, 2013 to March 25, 2013) 6:32 P.M. Chairman Alderete Filed by Brandon Fender, to allow The Good Beer Company Brewery a Type 23 Alcohol Beverage Control (ABC) license for a small beer brewery at 307 West Fourth Street located in the Transit Zoning Code (SD84) zoning district. PUBLISHED IN THE ORANGE COUNTY REPORTER: March 15, 2013 PUBLICLY NOTICED: March 14, 2013 RECOMMENDATION: Adopt a resolution approving Conditional Use Permit No. 2013-01 as conditioned. Associate Planner Hally Soboleske presented the staff report and recommendation noting The Good Beer Company is requesting a Type 23 ABC License fora micro- ' brewery which would be a first in the city. Chairman Alderete opened the Public Hearing at 6:47 p.m. Brandon Fender, applicant, provided background information on the micro-brewery industry, the design intent and The Good Beer mission to reinvest and sell to downtown Santa Ana businesses, added it will bring craft brewery to Santa Ana with a tasting room next to the tanks, and displayed renderings of the room. Kathy Rosenow, representing Rosenow Spevacek Group, noted the sublease of the first floor of the building to The Good Beer Company with the intent to utilize the building allowing professional office and put a new use of the building. Discussion ensued on the barrel tanks, the square footage of the of the space they will subleasing, the activity of the business office during the day, and approval of license by the SAPD. The hearing was closed.
