RECOMMENDATION:
Approve the minutes of the regular meeting on April 22, 2013.

Filed by Jeffery Hall, to allow a Type 41 Alcohol Beverage Control (ABC) license for the
on-premise sale and consumption of beer and wine for C4: Cure for the Common Deli
at 200 North Broadway located in the Transit Zone Code (SD84) zoning district.
RECOMMENDATION:
Confirm the Zoning Administrator's action approving Conditional Use Permit No.
2013-03 as conditioned.
Due to a conflict of interest, Commissioner Bacerra recused himself from the
discussion and removed himself from the dais.

PROJECTS)
Due to a conflict of interest, Commissioner Bacerra abstained from voting on Item B
Conditional Use Permit No. 2013-03 and Item 1 Conditional Use Permit Nos. 2013-
02 and 2013-07 for the C4: Cure for the Common Deli project.
D. FISCAL YEAR 2013-2014 CAPITAL IMPROVEMENT PROGRAM
RECOMMENDATION:
Receive and file the draft Fiscal Year 2013-2014 Capital Improvement Program.
Principal Civil Engineer Jason Gabriel provided a presentation regarding the Capital
Improvement Program.

Written communications were distributed to the Planning Commission:
Letter of protest received from the Santa Ana Unified School District.
Letter of support received from Dan Bradley, Co-Founder/President of Memphis
Cafe.
The public hearing was opened. No public members spoke.

Requested Code Enforcement verification of permits for painted signs at
pharmacy located at Euclid/2"d

• Advocated that businesses requesting applications for conditional use permits
for ABC licenses should be a streamlined process directly through the
Planning Commission and not include the public hearing with the Zoning
Administrator.
