Commissioner Comments were modified by Commissioner Bacerra to indicate that the processing of applications for conditional use permits should go directly to the Planning Commission and not include the public hearing with the Zoning Administrator. None WORK STUDY SESSION D. SANTA ANA'S EMERGENCY SHELTER AND TRANSITIONAL/SUPPORTIVE HOUSING ORDINANCE Associate Planner Melanie McCann provided an overview of Senate Bill 2 that addressed planning for emergency shelters by identifying the need, and identifying zoning that shelters may be allowed by right. She reviewed the collaborative efforts to prepare the ordinance including City interagency staff team, service provider forums, and OC Partnership to End Homelessness Subcommittee participation. SAPD Officer Michael Kuplast provided a summary of the Homeless Evaluation Assessment Response Team's (HEART) efforts to pair homeless individuals with the services they need. Associate Planner McCann discussed the policy framework and project timeline. It was indicated that if the Emergency ShelterlTransitional Housing ordinance is not adopted before the October 2013 Housing Element update; the State can impose a requirement to update cycle for our Housing Element to be more often, thus requiring additional City time and resources. Commission supports and encourages proceedings to comply with deadlines. J PROCEDURAL RULES PUBLIC HEARING 1. TENTATIVE TRACT MAP NO. 2013-01 Filed by Bill McReynolds, City Ventures Inc., requesting approval of a subdivision map to facilitate the development of a 10-unit residential project located at 806 East Santa Ana Boulevard located in the Transit Zone Code (SD84) zoning district. Tentative Tract Map No. 2013-01 (County Map No. 17498) is a subdivision of property for condominium purposes, thus allowing the sale of residential units. PUBLISHED IN THE ORANGE COUNTY REPORTER: May 17, 2013 PUBLICLY NOTICED: May 16, 2013 RECOMMENDATION: Adopt a resolution approving Tentative Tract No. 2013-01 (County Map No. 17498) as conditioned. Planning Commission Minutes Page 2 of 4 May 28, 2013 Principal Planner Sergio Klotz presented the staff reports and recommendations. He introduced City Ventures representative, Kim Prijatel, who was available to address the Planning Commission inquiries. Commission requested clarification on the number of units and cost, the conditions regarding stucco finish and window installation, rear yard setback, and the need to indicate the location of the public parkway on the tract map. Condition 3 was amended to read, "The covenants, conditions, and restrictions ' (CC&Rs) shall be reviewed and approved by the Planning Division prior to approval of the final tract map, and shall be recorded prior to the issuance of building permits." Clarification that the total number of units included on the staff reports should have all been "25." 2. TENTATIVE TRACT MAP NO. 2013-02 Filed by Bill McReynolds, City Ventures Inc., requesting approval of a subdivision map to facilitate the development of an eight-unit residential project located at 620 East Fifth Street in the Transit Zone Code (SD84) zoning district. Tentative Tract Map No. 2013-02 (County Map No. 17406) is a subdivision of property for condominium purposes, thus allowing the sale of residential units. PUBLISHED IN THE ORANGE COUNTY REPORTER: May 17, 2013 PUBLICLY NOTICED: May 16, 2013 RECOMMENDATION: Adopt a resolution approving Tentative Tract No. 2013-02 (County Map No. 17406) as conditioned. Principal Planner Sergio Klotz presented the staff report and recommendation. ' 3. TENTATIVE TRACT MAP NO. 2013-03 Filed by Bill McReynolds, City Ventures Inc., requesting approval of a subdivision map to facilitate the development of a seven-unit residential project located at 609 North Garfield Street in the Transit Zone Code (SD84) zoning district. Tentative Tract Map No. 2013-03 (County Map No. 17499) is a subdivision of property for condominium purposes, thus allowing the sale of residential units. PUBLISHED IN THE ORANGE COUNTY REPORTER: May 17, 2013 PUBLICLY NOTICED: May 16, 2013 RECOMMENDATION: Adopt a resolution approving Tentative Tract No. 2013-03 (County Map No. 17499) as conditioned. The public hearing was open. No public members spoke. The public hearing was closed. MOTION: Adopt resolutions approving Tentative Tract No. 2013-01 (County Map ' No. 17498) as conditioned. Adopt a resolution approving Tentative Tract No. 2013- 02 (County Map No. 17406) as conditioned. Adopt a resolution approving Tentative Tract No. 2013-03 (County Map No. 17499) as conditioned.
