1. APPEAL NO. 2013-01
Filed by Rick Blake, appealing the Zoning Administrator's denial to allow La Plaza
Market to upgrade from a Type 20 Alcohol Beverage Control (ABC) license to a Type
21 ABC license to allow the sale of distilled spirits at 425 North Euclid Street located in
the Community Commercial (C1) zoning district.

RECOMMENDATION:
Adopt a resolution denying Appeal No. 2013-01 of Conditional Use Permit No. 2012-
28.
Principal Planner Vince Fregoso presented the staff report and recommendation.
Commission discussion ensued regarding the mechanism for approval; the crime
rate in the area, and the status of the church, i.e. is it still an active church?
The public hearing was opened.
Maria Sandoval, resident and member with Riverview West Neighborhood
Association, voiced opposition to the upgrade of the license.
Nikki Serrano, resident at 617 Euclid, spoke in support of the upgrade of the license.
Applicant's attorney Rick Blake spoke in support of the license upgrade, stated that

2. AMENDMENT APPLICATION NO. 2013-02
' Filed by Paula Halverson requesting to change the zoning of the property to a specific
development designation and to create development standards for the McFadden
Place Center at 1400-1441 South Village Way and 2100 East Wilshire Avenue located
in the Light Industrial (M1) zoning district.

RECOMMENDATION:
Recommend that the City Council adopt an ordinance approving Amendment
Application No. 2013-02.
Principal Planner Vince Fregoso presented the staff report and recommendation.
Commission discussion ensued regarding parking ratios in Industrial vs. Commercial
areas, reduction of the City's available Industrially-zoned property, potential conflicts
with areas identified in the proposed Emergency Shelter Ordinance, and lack of
information on the proposed changes to the center's sign program.
Executive Director Trevino stated that staff would bring the sign program back
' before the Planning Commission for review.
The public hearing was opened. Applicant Paula Halverson representing Makena
Properties spoke in support of the project.
No public members spoke. The public hearing was closed.
MOTION: Recommend that the City Council adopt an ordinance approving
Amendment Application No. 2013-02. Executive Director Trevino offered to review
the modified sign program with the Planning Commission.

RECOMMENDATION:
1. Adopt a resolution approving Variance No. 2013-02 to allow a reduction in the
minimum lot size as conditioned.
2. Adopt a resolution approving Variance No. 2013-03 to allow a reduction in
parking as conditioned.
3. Adopt a resolution approving Variance No. 2013-04 to allow a reduction in front
yard, side yard and rear yard setbacks as conditioned.

Applicant Blanca Hernandez was available to address the commission.
The public hearing was opened. No public members spoke. The public hearing was

5. STAFF COMMENTS
Executive Director Trevino commented on the city council's budget; highlighted the
designation of $2.6 million to update the zoning ordinance and general plan.
6. PLANNING COMMISSION MEMBER COMMENTS
Commissioner Mill commented that the illegal painted signs on the building at Euclid
and 2nd had been removed and thanked staff for their efforts on this and on the
efforts to demolish the Saddleback Inn buildings damaged by fire.
Chairman Alderete informed the commission that he will not attend the June 24,
2013 meeting.
Executive Director Trevino briefed the Commission on The Met at South Coast
project. A business disagreement evolved, judge appointed receiver to sell property,
