This is in response to a letter that we received regarding a hearing for recovering the
"so called" "uncollected administrative fees".
The city of Santa Ana is putting on us landlords excessive burdens. Taxes on our
water bill, taxes on our trash bill, permit fees, school fees, fees for inspections,
property taxes, special assessment charges, fees for typing, fees for printing, fees for
reports, license fees for this, license fees for that, fees on top of taxes and taxes on top
of fees. Finally, all these expenses are raised every year on us to the point where they
are becoming intolerable.
It is only logical to ask, flow can we pay you all these monies that you continually
demand from us? We have to make our mortgage payments, our insurance payments,
pay for maintenance, utilities, etc. etc, We are small businesses trying to make a living
like everyone else. At the end there is hardly anything left to pay ourselves for our
hard work.
Your chambers of commerce and your city development agencies, invite small
business such as ours to come and operate in your city. When we do that, instead of
thanking us for com ing to your city, you are overloading us with unbearable burdens.
When we try to point out these facts we are intimidated by your city inspectors, your
administrators and your clerks.
We are asking ourselves. What are we to do? You point out to us that we should raise CM 08/05/2013
our rents and charge our tenants more, This is an unrealistic option. Let me explain. l;

Our tenants are blue collar workers. They belong to the working class (thc class that
the government officials claim to he on their side), it is hard for them already to pay
the monthly rent as it is. Sometimes they have to sublease rooms in their apartments in
order for them to meet their monthly obligations and at the same time be able to feed
their families and send their children to school. How can we raise their rent (as you
are telling us to do) every year? This would translate into an increase of $150 in their
monthly rent every venr. These people are not going to be able to pay that. As a result
this option is out. The only other option that we landlords have is to defer
maintenance. This results in our buildings looking bad, which in turn makes the city
looking bad with further negative consequences that I hope it is not difficult for you to
understand.
Our offices are not as elegant as yours. Our furnishings are much older than yours.
Our buildings are not as impressive as your City Hall. Nevertheless, your finances are
continually on the brink of breakage (at least that is what you always tell us).
Therefore you always ask us the citizens (businesspeople and working class) to pay
more and more every year,
Your letter dated July 26, 2013 and signed by Maria D. lluizar, is inviting us to come
to your August 5 meeting at the Council Chamber. Your letter just reached us in our
office, flow can we come and see you and express our opinions with such a short
notice? We are trying to phone your offices so we can get a fax number for Ms.
Huizar and fax to her our response. I. hope that we can reach you in time.
