Approve an amendment to the contract with Vision Environmental Services to include the demolition of 1129 S. Orange, increase the contract in the amount of $13,500 for a total contract amount not to exceed $53,953, and authorize the Executive Director of the Community Development Agency to execute all necessary documents. 2. Approve a project budget not to exceed $13,500. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION Recommended that the Community Redevelopment Agency: 1. Approve an amendment to the contract with Vision Environmental Services to include the demolition of 1129 S. Orange, increase the contract in the amount of $13,500 for a total contract amount not to exceed $53,953, and authorize the Executive Director of the Community Development Agency to execute all necessary documents. 2. Approve a project budget not to exceed $13,500. By a vote of 5:0 (Rodriguez absent) at its Regular Meeting of December 7, 2004. 49 Amendment to the Contract for Demolition of 1129 S. Orange Avenue December 20, 2004 Page 2 DISCUSSION The City of Santa Ana acquired a number of residential properties for the McFadden Avenue realignment project. After the project was complete, several remnant parcels remained. The property located at 1129 S. Orange Avenue (Exhibit 1) was identified for assemblage and development of new single - family homes by the Community Redevelopment Agency. In order to move forward with the project, demolition of the existing structure is required. A public notice requesting bids for the demolition of this unit was published in the Orange County Register and advertised online via The Blue Book of Building and Construction. Thirteen bid packages were issued to qualified demolition contractors. A total of three bids were received. A summary of the bids is as follows: Vision Environmental Services (Fullerton) $ 8,888.88 Lange America Inc. (La Mirada) $15,000.00 Southwest Industries (Rancho Cucamonga) $34,700.00 The bid received from Vision Environmental Services was the lowest responsive bid. The project budget (Exhibit 2) in the amount of $13,500 will ensure adequate funding in order to demolish the unit, provide for necessary site work and fund any necessary contingencies. CEQA COMPLIANCE In accordance with the California Environmental Quality Act, EIR No. 91- 03 was certified on May 16, 1994 that includes this parcel.
