Approve an appropriation adjustment authorizing a $42,600 loan repayment from the Central City Redevelopment Project Area (account no. 510- 935 - 6900 -11) and appropriate the funds to the Capital Outlay Fund expenditure account (account no. 51- 012 - 6631). 2. Award a contract to Thomco Construction, Inc., the lowest responsible bidder, in accordance with the lump sum amount of $33,500 for restroom improvements at Festival Hall. 3. Approve a Funding Analysis with a total estimated construction cost of $58,600. COMMUNITY REDEVELOPMENT AGENCY ACTION Authorize a $42,600 loan repayment from the Central City Redevelopment Project Area to the Capital Outlay Fund for Improvements Other Than Buildings. 4 -1 Ippropriation Adjustment and Contract Award for Festival Hall Restroom Improvements (Project 2741A) November 15, 2004 Page 2 DISCUSSION Festival Hall is a restaurant, a sports bar, and a dance hall on the southwest corner of Third and Spurgeon Streets (Exhibit 1) . In November 2001, the City Council approved Conditional Use Permit No. 01 -28 for the construction of 86 live -work units in the downtown area including 40 in the remainder of the block containing Festival Hall. Noise impacts from Festival Hall on the new residents of the live -work units were acknowledged in the Negative Declaration for this permit. Mitigation measures were identified to reduce the noise impact of Festival Hall, to comply withy applicable noise regulations. On April 5, 2004, City Council awarded a project to construct noise mitigation measures. These improvements have now been completed. Due to the value of these improvements, the Building Code requires ADA upgrades, specifically providing an accessible restroom. This contract will provide the necessary restroom improvements. The Notice Inviting Bids was advertised on September 15 and 17, 2004, and bids were opened on October 6, 2004. A summary of the bid invitations mailed, the bids received, and the bid results follows. Thomco Construction, Inc. submitted the lowest responsive bid for $33,500, which is below the Engineer's estimate of $50,000. The subject repayment of a portion of the Redevelopment Agency's debt from the Central City Redevelopment Project Area to the City's General Fund will provide $42,600 for ADA improvements to the restroom.
