DISCUSSION The Community Redevelopment Agency of the City of Santa Ana acquires property for the purpose of furthering its goals of fostering commercial development and affordable housing. Periodically, staff requires the assistance of professional licensed appraisers. These appraisers may be asked to determine the fair market value or fair reuse value of properties that might become involved in litigation and /or eminent domain. In such instances, appraisers must have credentials that certify them to appear in court and defend the accuracy of the work performed if necessary. Their ability to do so successfully can have a major impact on the Agency's ability to move critical projects forward. Lidgard and Associates, which specializes in litigation - related appraisals, is a professional appraisal firm with whom Agency staff has worked successfully in the past. The firm has been in operation for six years, with senior staff having over 20 years experience in appraising all types of real estate in the greater Southern California region. The Agency currently has a $50,000 consulting services contract with Lidgard and Associates and requires additional services. The requested amendment will increase the contract to an amount not to exceed $100,000. 137 8 Amendment to Contract with Lidgard and Associates March 1, 2004 Page 2 ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the proposed request is not considered a project; therefore, no further action is required. FISCAL IMPACT Funds for this agreement are available in the Housing Set -Aside Tax Increment account (account no. 504- 508 - 6291/62177) and the South Main Redevelopment Project account (account no. 550 - 936- 6291). zp_44- Jo P.
