Direct the Agency General Counsel to prepare and authorize the Executive
Director to execute an agreement with Keyser Marston Associates, Inc. to
provide economic analyses and redevelopment plan consulting.
DISCUSSION
Since September 1977, the Agency has retained Keyser Marston Associates,
Inc. (KMA) , a real estate consulting firm, to provide services in
connection with its redevelopment activities. KMA has prepared land -use,
economic and financial studies as requested by the Agency and has
rendered technical advice as needed.
Keyser Marston specializes in real estate predevelopment and evaluation
services in the Western United States. Staff possesses technical
expertise in areas such as financial analyses, computer modeling and
market evaluation, as well as an in -depth understanding of public /private
development partnerships. In Santa Ana, KMA staff brings a historic
perspective to each project given their familiarity with redevelopment
agency efforts since 1977, and has established an exemplary record of
providing accurate, insightful and timely analyses in response to the
Agency's requests. Currently, Keyser Marston is providing comprehensive
advisory services in the preparation and processing of redevelopment plan
amendments in order to merge the six existing redevelopment project
areas.

The proposed agreement will update the existing permanent retainer with
the current KMA fee structure. All new task assignments and the
associated fees will continue to require the approval of the Executive
Director of the Community Development Agency.
FISCAL IMPACT
Funds for the updated agreement are available in the Redevelopment
General Administration accounts (account nos. 510 - 935 -6291, 520 - 933 -6291,
530- 933 -6291, 540 - 933 -6291, 550 - 933 -6291 and 560 - 933 -6291) and the
Housing Set -Aside account (account no. 504 - 508 - 6291).
