Award a contract to Vision Environmental, Inc. for the demolition of 622 -624 N. Garfield and 626 -628 N. Garfield in the amount of $35,176 and authorize the Executive Director of the Community Redevelopment Agency to execute all necessary documents. 2. Approve a project budget not to exceed $40,453. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION Recommended that the Community Redevelopment Agency: 1. Award a contract to Vision Environmental, Inc, for the demolition of 622 -624 N. Garfield and 626 -628 N. Garfield in the amount of $35,176 and authorize the Executive Director of the Community Redevelopment Agency to execute all necessary documents. 2. Approve a project budget not to exceed $40,453. By a vote of 7:0 at its Regular Meeting of May 18, 2004. DISCUSSION The Community Redevelopment Agency has acquired a number of substandard residential properties in the Santa Ana Boulevard area as part of the proposed Santa Ana Boulevard project. The structures on 622 -624 N. Garfield and 626 -628 N. Garfield (Exhibit 1) have been determined to be 1 Contract Award for Demolition of 622 -624 N. Garfield and 626 -628 N. Garfield June 7, 2004 Page 2 uninhabitable as several structural systems are substantially deteriorated. A public notice requesting bids for the demolition of these units was published in the Orange County Register and advertised online via The Blue Book of Building and Construction. Ten bid packages were issued to interested parties. A total of six bid packages were returned. Of those, one bid package was not complete and was deemed unresponsive. A summary of the responsive bids received is as follows: Vision Environmental Services (Fullerton) $35,176 J & G Industries, Inc. (Fountain Valley) $70,460 Southwest Industries (Rancho Cucamonga) $72,293 Lange America, Inc. (La Mirada) $83,000 Horizons CCI Services (Anaheim) $99,875 The bid received from Vision Environmental, Inc. was the lowest responsive bid. The project budget (Exhibit 2) in the amount of $40,452.40 will ensure adequate funding in order to demolish the units, provide for necessary site work and fund any necessary contingencies. CEQA COMPLIANCE In accordance with the California Environmental Quality Act, the proposed projects are exempt from further review. Categorical Exemption Nos. ER- 126 and ER -128 will be filed for these projects. FISCAL IMPACT Funds for the demolition are available in the Low and Moderate Housing Set -Aside account (account no. 505 - 936 -6291, work order nos. 61072 and 61394) . John P.
